Description
The Division of Fiscal Management within the Office of Budget and Fiscal Management is responsible for accounts payable/receivable, asset management, procurement, record retention, and other administrative tasks for the Finance and Administration Cabinet (FAC) and agencies administratively attached to FAC.
The division includes the Internal Accounting Branch and the Purchasing and Procurement Branch, both of which offer solid foundations for someone to learn and perform such tasks for multiple departments. Other Division responsibilities include the preparation & presentation of trainings to agency management staff and annual procurement reports.
The Administrative Specialist Senior within the Purchasing & Procurement Branch provides high-level professional administrative support to the Finance Cabinet agencies and agencies administratively attached in the procurement of goods/services, managing and providing appropriate oversight to the State Procurement Card (Procard) Program for the multiple agencies.
Responsibilities include but aren’t limited to:
Executes procurement card functions for multiple agencies ensuring purchasing/financial transactions are accurately processed in the state accounting system and compliant with state purchasing regulations, budgetary guidelines, and internal fiscal controls.
Audits procurement card transactions for proper authority and justification.
Supervises and oversees the work of cardholders.
Monitors usage trends and ensure cardholders and approvers comply with policy and procedures.
Identifies policy violations, initiate corrective actions.
Coordinate and collaborates with cardholders and approvers to ensure efficient procurement card process.
Interprets and communicates polices and ensure timely resolution of issues.
Serves as the liaison for the administration of the state procurement card for the multiple FAC agencies.
Evaluates the current process, recommends and implements improvements to the efficiency and integrity of the processes.
Leads in the development and presentation of training for cardholders and approvers to ensure understanding and consistent application of policy and procedures.
Performs monthly reconciliation and other research of procurement card activity ensuring compliance with policies and procedures.
Conducts research to resolve any discrepancies with monthly reconciliation.
Monitors cardholders spending limits, develop reports to monitor expenditures and cardholder tracking.
Develops reports upon request for management.
Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor’s degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional, administrative, or business experience.
Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.

Incumbents working in this job title primarily perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
