About the NC Division of Employment SecurityThe North Carolina Department of Commerce Division of Employment Security (DES) is responsible for administrating the State of North Carolina unemployment insurance program. State unemployment insurance benefits are paid to eligible workers who lose employment through no fault of their own and are able and available for work and actively seeking work. The state unemployment insurance program is a federal-state partnership, and benefits are funded by state unemployment taxes employers pay on employee wages. DES’ administrative costs are federally funded based on the state’s claims workload. The division receives no administrative funding from North Carolina’s General Fund. Among its duties, DES is required to:Take initial claims for unemployment benefits.Determine claimants’ eligibility for benefits.Provide an appeal opportunity for claimants and employers.Collect quarterly state unemployment taxes and wage records from employers.The NC Division of Employment Security’s Adjudication Unit is seeking an Adjudication Training Analyst Summer Intern to work on a project to revise and improve adjudication training materials. The Adjudication Unit is responsible for making initial determinations for unemployment claims. Adjudicators gather and review claim information and use North Carolina’s Employment Security Law to make determinations regarding an individual’s separation from employment. The goal of the “Deconstructing and Reconstructing Adjudication Training Materials” project is to provide a framework for adjudication training, including standard operating procedures (SOPs) and training material that is in plain language, follows DES standards, and follows adult learning principles. During the internship, the selected candidate will be responsible for reviewing all the adjudication material, which includes power points, resource guides, SOPs, and channels of communication. The intern will work towards aligning these materials to the new training goals. Specifically, the intern will focus on reducing the time it takes for new adjudicators to complete their training to under eight weeks. Furthermore, the intern will use adult learning techniques to ensure that the training materials are appropriate for all adult learning styles. This internship offers various mentorship and support opportunities to the intern. During the internship, the intern will have the chance to interact with five adjudication trainers who have completed the OSHR Train the Trainer program. Additionally, the Chief of Benefits will conduct weekly check-ins with the intern to ensure the intern’s progress.
