Summary function: Highly responsible administrative and strategic oversight in assisting the Division Director – Lawyer Regulation (DDLR) with managing and supervising administrative operations and non-attorney personnel within the Lawyer Regulation Division; evaluating and managing the Lawyer Regulation Division’s operating and information systems; managing the Lawyer Regulation Division financial functions; serve as the Lawyer Regulation Division’s point person for communication with vendors, and other contract partners to include those entities external to The Florida Bar, as well as guiding operating methods.
Supervises the following positions: Administrative Support 2 (2) | Administrative Support 4 | Legal Secretary | Compliance Coordinator, LR
Required minimum education: Bachelor’s Degree (proof of degree required at interview). Degree must be from an accredited college or university in business administration, finance, public administration, human resources or a closely related field.
Required minimum professional work experience: Five (5) + years of progressively responsible work experience with legal or other professional service organizations including experience in managing business operations including planning, financial and human resource administration with at least (1) year supervisory experience. Branch office management experience is preferred.
Essential duties and responsibilities:
Assist the Division Director with oversight, enhancement, strategic, operational, and tactical planning; evaluate risk management, quality control, organizational development, planning processes, and increasing the operational efficiency and effectiveness of the Lawyer Regulation Division departments and branch offices. Manage and supervise the work of assigned staff and projects.
Human Resource Management: Determine administrative support staff needs in coordination with the Division Director and other department heads and branch office management. Screen, interview, and recommend hiring applicants for non-attorney positions. Supervise training and evaluation of non-attorney personnel in Lawyer Regulation Division HQ. Manage and supervise the Lawyer Regulation Division HQ support staff, including handling the day-to-day personnel matters, some may be in consultation with HR Director. Maintain (and create where necessary) records of processes, procedures, and documentation required for training division employees.
Work with the case management systems administrator and IT and serve as backup to the case management systems administrator in updating and implementing system changes.
Financial Management: Manage all aspects of planning, forecasting, budgeting, variance analysis, interpreting financial data, and other financial management functions for the Lawyer Regulation Division. Under the direction of the Division Director assist with the development of the Lawyer Regulation Division budget. Monitor revenue and expenditures versus budget, identifying significant variances and assisting with resolution. Analyze budget trends and make recommendations to the Division Director. Assist the Division Director in presenting to Budget Committee. Develop budget recommendations for capital outlay, services, equipment and materials.
Practice Management: Serves as the division staff liaison in streamlining operations between the various TFB divisions, branches and headquarters functions; training and development, work product quality control, professional standards training, substantive practice systems and other practice management functions for the Lawyer Regulation Division. Other duties as assigned.
