Agency Information: Kansas Board of Tax Appeals (BOTA)

The Board is the highest administrative tribunal to hear appeals relating to ad valorem (property), income, sales, compensating use, and inheritance taxes, along with other matters involving taxation by state and local taxing authorities. The Board is comprised of two divisions, the Regular Division and the Small Claims and Expedited Hearings Division (commonly referred to as the Small Claims Division). Non-statutory positions at the Board include an IT systems manager, general counsel, two staff attorneys, and seven full-time administrative support staff.

Compensation:

Position Description:

Job Responsibilities:

Administrative Team Leader

The incumbent works cooperatively with the Board Secretary and under the general supervision of the Executive Director.
The incumbent works cooperatively with the Board Secretary to assess the workflow and function of the Department.
The incumbent also is responsible for ensuring that all members of the administrative team, including themselves, are cross trained so that maximum flexibility is allowed.

Budget/Fiscal Support

The incumbent assists the Board Members and Executive Director in preparing the budget and other financial reports for internal and external use. The incumbent provides periodic reports to the Board Members and the Executive Director regarding the fiscal state of the agency and assists in planning for expenditures.

Accounting:
Receives and records all funds received by the agency.
Compiles funds and prepares documentation, enters information into SMART for the deposit of funds into individual accounts, and computes receipt voucher for payment of monies to the State Treasurer.
Establish office policies and procedures related to money handling and deposit procedures and solutions to improve operating quality and efficiency of the agency.
Works with State Agency Service Center in preparing vouchers, inter-funds, classifying and recording transactions, identifying and resolving discrepancies, reconciling numbers and preparing transaction reports through SMART.
Track and monitors vendor payments.
Maintains a cost system according to established procedures allocating cost items to a variety of accounts to prepare fiscal statistical and financial reports for use in budget preparation.
Maintains BPC and BTA purchase account process, procedures and payments.
Update online renewal information in KayPay/Kansas.gov.
Fiscal:
Insures that all accounts are properly recorded and maintained accurately.
Oversees agency accounting, budget functions and financial monitoring/control systems, ensuring that financial policies/guidelines are adhered to.
Interprets and implements budget guidelines and operating procedures.
Provides assistance during fiscal, inventory and administrative audits conducted by Dept. of Admin., Legislative Post Audit and other entities.
Organize and research budget information on an on-going basis.
Gathers data for the agency budget regarding the facility payroll and expenditures.
Prepares monthly budget data and reports utilizing computer spread sheet.
Procurement:
Oversees agency procurement activities, ensuring that financial policies/guidelines are adhered to.
Assists with the development of office policies and procedures related to procurement procedures and suggests solutions to improve operating quality and efficiency of the process.
External Contracts:
Oversees agency external contracts, ensuring that financial policies/guidelines are adhered to.
Assists with the development of office policies and procedures related to external contracts and suggests solutions to improve operating quality and efficiency of the process.
Agency Payroll:
Performs the final agency approval of timesheets submitted by employees to ensure agency payroll policies and procedures are being followed.
Serves as resource to the agency leadership team and staff regarding agency payroll policies and procedures
Researches/consults with Department of Administration if unsure of the correct answer
Knowledgeable of any changes in state payroll policies and procedures
Inform the Executive Director of any possible changes needed in agency policies and procedures due to changes at the state level
Orient new agency staff to the payroll system and submission of timesheets
Prepares reports for Executive Director regarding agency staff overtime and administrative leave usage

Planning, Quality Control, Research

Participates on agency strategic and succession planning teams.
Participate in the Agency’s COOP initiative and actively participate in the COOP planning and implementation efforts.
Develops or participates in the development of long and short-range plans within the scope of the position’s responsibility.
Analyzes and documents business processes and problems. Plans, develops and implements systems, procedures and solutions to improve operating quality and efficiency of the agency.

Executive Support

The incumbent assists the Executive Director and Board Members in liaison and public relations assignments and helps gather and disseminate data to various stakeholders, including media.
Incumbent will assist with preparing responses to requests for information from the Kanas Legislative Research Department (KLRD), Legislative Post Audit and other state agencies.

Clerical Support

The incumbent is expected to cross-train with other administrative staff to ensure continuity of mission-oriented work.
The incumbent provides general clerical and administrative support when needed.

Other

In addition to the aforementioned, the incumbent will be expected to perform other duties as needed and assigned.

Minimum Qualifications

High School Diploma or equivalent (GED)

This position requires job knowledge at an advanced level.
Management experience and basic financial and managerial accounting knowledge and experience.
Knowledge of office practices and procedures.

Ability to communicate effectively both orally and in writing.
Ability to verify and compare figures accurately.

Knowledge of fiscal, purchasing and personnel procedures and processes.
