Administrative Specialist II (Health Department)
Starting Hourly Rate: $18.8350 – $20.7256
Position Status: Full-Time
Work Schedule: Monday – Friday; 8:00am – 4:30pm
Some weekend or evening hours may be required.
Position Summary
The Administrative Specialist II performs highly specialized tasks in carrying out the detail work for a supervisor or department head in the administration development or enhancement of County programs. Responsibilities routinely involve relieving the supervisor or staff of administrative and procedural details; anticipating the needs of those served; taking initiative to provide services not specifically requested; following through on matters which would otherwise require the attention of those served; and accomplishing some segments of administrative work with little or no direction. Duties may include a wide range of administrative support functions such as customer service recordkeeping word processing and file maintenance and may require advanced technological skills.
Essential Duties and Responsibilities
This is a non-supervisory job classification although some positions may have team lead responsibilities.
Provides orientation and training to employees on County employment benefits procedures policies and rules; or use of computer hardware databases and software programs; provides technical assistance and/or program interpretation.
Functions as department expert for special computer applications such as graphic design desktop publishing or as local area network coordinator; represents a major organizational work unit in the design and maintenance of record management and database systems; develops program specific screens and templates for computer applications.
Responds to employee citizen and governmental requests for information inquiries or complaints regarding assigned programs.
Answers questions develops and/or designs administrative policies and procedures in response to inquiries of new or changing laws policies technology or programs; tests new technology and makes recommendations for its application.
Designs develops and produces graphic and print materials such as brochures posters ads packets or newsletters as requested by individual employees groups and/or committees.
Gathers and verifies accuracy of payroll information from department employees; prepares and processes personnel transactions i.e. resignations salary and classification changes; monitors employee leave requests and usage; maintains manual and/or computerized suspense files for required actions such as performance evaluations.
Reviews copies records and distributes as appropriate information and forms related to client and/or employee incidents accidents and injuries; analyzes data; prepares and submits narrative and statistical reports as assigned.
Performs other related duties as assigned.
Knowledge Skills and Abilities
Considerable knowledge of specific program requirements terminology methods and procedures.
Considerable knowledge of modern business practices.
Considerable knowledge of English composition spelling and grammar.
Knowledge of program-specific software packages.
Some knowledge of accounting or bookkeeping practices and principles as required by the position.
Knowledge of local government operations Human Resource related programs policies and plans and modern office practices and procedures.
Knowledge of Microsoft Word Excel PowerPoint and other similar programs.
Skill in customer service and public relations.
Ability to effectively resolve conflicts and diffuse difficult situations in a tactful manner.
Ability to understand and follow oral and written instructions.
Ability to communicate effectively both orally and in writing.
Ability to make mathematical calculations quickly and accurately as required by the position.
Ability to establish and maintain effective working relationships with co-workers supervisors various external contacts and the general public.
Ability to get along with others and work effectively with co-workers and the general public.
Ability to deal properly with confidential and sensitive matters.
Required Qualifications
Requires an Associate’s or technical degree in related field and a minimum of 3 to 5 years of related experience in general clerical legal bookkeeping personnel or customer service work or equivalent combination of education and experience.
Physical Attributes/Demands
The work is light work which requires exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes the ability to express ideas by means of the spoken word and possess close visual acuity.
Work Environment
Work is performed in a relatively safe and secure work environment with some exposure to potential hazards.
