Job Responsibilities

The South Carolina Education Oversight Committee (EOC) is seeking an Administrative Manager to be responsible for managing the administrative and business management operations of the agency. The Administrative Manager will be a key member of the agency team, supporting all agency staff and handling the management of projects ranging from the publication of written annual reports to the completion of data visualization projects. The ideal candidate would have excellent project management skills and strong communication and writing skills. They should be self-directed, comfortable supporting the demands of multiple projects, and at ease with navigating ambiguity while seeking solutions in a fast-paced state agency. The job duties include but are not limited to the following:

Responsible for implementing and maintaining a project management system to ensure efficient workflows, compliance and adherence to all applicable directives from the SC General Assembly.
Advises the agency director and deputy director on matters related to the administrative/business management activities of the agency.
Directs special projects and assignments; prepares special reports as directed on behalf of the agency and its staff.
Communicates regularly with all agency staff to make certain projects are on-track and troubleshoot any issues.
Attends all meetings of the EOC and is responsible for keeping accurate minutes of each meeting in addition to facilitating virtual attendance to the meetings.
In collaboration with the SC Department of Administration’s Shared Service staff, provides direct support and leadership in matters related to accounts payable, budgeting, procurement, and human resources.
Evaluates agency financial and personnel management activities to ensure compliance with state and federal laws, rules and regulations.
Directs budget preparation and monitors expenditures, including handling all aspects of the agency’s use of the State purchasing card.
Performs other duties as assigned.

Minimum and Additional Requirements

Educational Qualifications: A bachelor’s degree and relevant experience in administrative services, public administration, business management, or another relevant field.

Necessary Knowledge, Skills and Abilities:
Record of successful, complex project management with minimal supervision including skills in design, resource gathering, project planning, prioritization, coordination, multi-tasking, and problem solving
Excellent verbal and written communication skills
Knowledge of administrative and business management principles, practices and procedures.
Knowledge of state laws, rules and regulations pertaining to the administrative/business management activities of the organization.
Knowledge of governmental fiscal policies, practices and procedures.
Ability to plan, organize and direct administrative and support activities and staff.
Ability to formulate and implement administrative policies and procedures.
Ability to establish and maintain effective working relationships.
Ability to learn and maintain a comprehensive understanding of the Education Oversight Committee’s work including the agency mission, policies and operations.

Technical Qualifications:

Proficient in project management.
Solid understanding of Excel and other Microsoft office products.
