JOB TITLE: Data Entry Clerk
DEPARTMENT: Law Enforcement
STATUS: Full Time; 40 hours per week; Generally, daytime hours.
STARTING SALARY: $22.88 hourly; $47,590.40 annually.

JOB OBJECTIVES:

The Data Entry Clerk is responsible for assisting the Records Supervisor in the collection, coding, entry, storing, and retrieval of information needed for Law Enforcement.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties listed are intended only as illustrations of the various types of work that may be performed. Daily interaction with the public and assisting with their needs through face-to-face interactions, telephone, and email.
Responsible to transcribe reports from deputies or as requested by prosecuting attorney (911 calls, squad video, and jail DVDs).
Proofread transcribed documents, checking for completeness and entering into the computerized record system of all incident records received.
Provide information to other entities/offices, e.g. law enforcement agencies, judges, probation officers, and social services.
Scan documents to case files.
Receive daily incident records to be maintained.
Enter data in the record-keeping system.
Maintain current and accurate spreadsheets for current case file logs.
Gathering documentation and digital evidence for the attorney’s office.
Manage permit applications, e.g. special event permits, explosive permits, permits to carry, permits to acquire handguns – verify information, conduct background checks, verify training requirements, create permits, send permits, and record permit information in the system.
Civil service paperwork.
Records requests from the public and other departments/agencies.
Lab results/E-charging.
CFS logs for Echo Press & Someplace Safe / Criminal background searches / Processing citations/Dispositions.
Warrants/HRO’s & OFP’s/Accident reports/Reducing files as per retention schedule / Monthly validations/Notary Public services.
Responsible for general case file management.
Responsible for forwarding to appropriate agencies any/or all reports as required.
Assist the Records Supervisor and at the request of administrative staff.
Complies with all rules and policies in order to maintain a safe work environment.
Reliable, predictable attendance and punctuality.
Perform other duties as assigned or apparent.
Access to Not Public Data
The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, incumbent must properly store the not public data according to the provisions Ch. 13.
If a new work assignment requires access to not public data, the incumbent is permitted to access not public data for the work assignment purposes only. Any access to not public data must be strictly limited to the data necessary to complete the work assignment and after the assignment is completed, the employee’s work assignment no longer requires access.

REQUIRED MINIMUM QUALIFICATIONS AT HIRE:

Education

Must have completed the coursework required for graduation from high school in Minnesota or its equivalent.
Must possess an Associate Degree in Legal Secretarial or a related field, or any combination of education and experience that provides the following necessary skills and knowledge.
Experience
Knowledge of general office procedures and equipment.
Accurate typing/data entry skills (minimum of 60 words per minute).
Excellent written and oral communication skills.
Ability to deal well with people.
Working knowledge of computer operations.
Must be able to organize and prioritize work assignments with strong organizational skills.
Licenses and Other Requirements:
Within 6 months of hire date and beyond, must maintain a current Minnesota Bureau of Criminal Apprehension Terminal Certification.
Must maintain an operating telephone to be reached in emergencies or as needed.

Physical Fitness:

Physically fit to perform all duties assigned and be able to perform any physical fitness standards that may be set by the Douglas County Sheriff’s Office.

Salary:
Receive anniversary step increases for earning potential of $29.20 hourly, $60,736. annually. In addition, receive annual cost-of-living adjustments (COLA) per the current Collective Bargaining Agreement.

Sick Leave/Earned Safe and Sick Time: An employee shall be credited with 1 day of sick leave for each month of service, accumulative to 90 days. The first 48 hours (or up to 80 hours if any eligible time was carried over) will be counted as ESST.

Employees will accrue vacation according to the following schedule:
0 – 5 years – 10 working days.
6 -10 years – 15 working days.
11 – 15 years – 20 working days.
16 – 20 years – 25 working days.
