POSITION SUMMARY
At will position appointed and reporting to the Treasurer. Performs general clerical work involving considerable contact with the public in providing driver licensing services, administering written and visual examinations, issuing driving licenses to qualified individuals and assisting the public with other program related services of the department.
ESSENTIAL JOB DUTIES
Administers all knowledge tests, special examinations and/or reexaminations by (written, driving, or visual) and reviews medical/vision reports to assure that the applicant is medically and physically capable of safely operating a motor vehicle.
Administers and score an average of 1-2 road driving examinations per month or as needed to continue certification starting around 6-12 month of hire.
Administers vision screening using the department’s digital vision machine. Administer camera, scanner, computer to apply proper standards and restrictions and to determine if a vision report or medical report is necessary.
Assist in daily balancing functions by performing mathematical calculations such as addition, subtraction, multiplication, and division.
Checks for accuracy with all documents ensuring the completeness or presence of supporting documents, and that all required forms are completed according to established departmental procedures, or state, county, and federal requirements and properly signed.
Determines if a driving examination is required and assists with scheduling driving tests.
Issues handicap placards per order of physician.
Enter applicant information by performing data entry into the proper form so that the appropriate driver license or identification card can be issued.
Establishes and maintains effective working relationships with the public, other governmental officials and agencies, co-workers, and supervisors.
Must adhere to the Privacy Act and the confidentiality of all DOT, HIPAA and County Rules.
Performs customer service duties at the counter, answers the telephone, county emails along with monitors DOT/Driver license emails, and receives and processes mail. Provides information in response to inquiries regarding drivers’ license issuance, penalties, motor vehicle licensing and titling, processing and collections of real estate taxes and other program related services of the department.
Reviews applicants’ eligibility and qualifications to assure that driver license and identification cards are issued in compliance with Iowa laws, departmental rules, and established policies and procedures.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
The individual for this position must possess the following knowledge, skills and abilities or be able to explain and demonstrate that the individual can safely perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skill and abilities.
Ability to communicate effectively using correct grammar, punctuation, and spelling to communicate thoughts, ideas, information, and written messages. To speak clearly, to explain procedures and requirements, maintain poise and voice control in stressful situations.
Ability to plan, organize and prioritize tasks with numerous interruptions, to complete assignments efficiently and on time. Ability to work in a fast-paced environment that may include confrontational situations with the ability to keep poise and professionalism.
Ability to receive and follow directions either verbally or orally and with proficiency and accuracy.
Ability to work in either a team environment or individually, and ability to work closely with the Driver’s License Deputy.
Ability to develop a knowledge base of the various driver’s licenses and driver’s code, to become knowledgeable with the variety of versions of acceptable proofs of identity documents to be able to determine authenticity, and to become knowledgeable with the State IDOT system.
Ability to safely push, pull, and lift or carry twenty (20) pound box. Ability to hear well enough to fairly administer test indoors with varying noises and distractions, to be visually able to read documents, manuals, and computer screens.
Ability to determine applicants need for a medical report based on Code of Iowa, departmental rules and office procedure.Ability to attend the necessary training, meetings and conferences that are required by the department and any overnight travel as required.
Displays high standards of ethical conduct, Exhibits honesty and integrity. Refrains from theft-related, dishonest or unethical behavior.
Knowledge of general clerical and accounting procedures relating to the processing, balancing, and recording of transactions.
Knowledgeable of basic office practices and the use of personal computers and varying computer software.
Operates a variety of simple office equipment including copy machines, printers, faxes, calculators, shredder, multi-line telephone, printers, shredder, and postage machine. Ability to operate digital camera, scanner, and computer.
ENTRY REQUIREMENTS
Education/Training: High school diploma or GED.

Work Experience: One year of experience in a customer service or administrative support function

An equivalent combination of education, training and/or work-related experience that provides the knowledge, skills and abilities necessary to perform the essential job duties of the position.
Required licenses, registrations and certifications: Possession of a valid State of Iowa Driver’s license. This position will require the individual to pass an Iowa Department of Transportation (IDOT) fingerprint background check, attend and successfully complete any motor vehicles training sessions within six (6) months of hire.
Required post-offer physical examinations: Must meet all requirements as outlined in the employee handbook.
Required drug testing: Drug testing shall be required as allowed by state law.

Physical Demands: While performing the duties of this job, the employee is frequently required to walk; sit; turn twist body; bend; use hand to finger manual dexterity, handle, or feel objects, tools or controls; reach with hands and arms; balance; stoop; talk and hear. The employee must frequently push/pull or lift up to twenty (20) pounds with ease.
Specific vision abilities required by the job include near vision, far vision, depth perception, color vision, peripheral vision, and the ability to adjust focus. This position requires the administration of issuing vision screening of applicants for driver’s license issuance so must be visually able to read documents, manuals and computer screens.
Work Environment: While performing the duties of this job, the employees’ work is primarily performed inside an office setting. The employee will be required to administer 1-2 motor vehicle road driving examinations per month to ensure the driver is capable of safely operating the vehicle. The noise level in the work environment is usually low to moderate. Work time may require irregular hours and shift changes.
HOURS OF WORK
Generally, 37.5 hours per week, with the normal workweek for regular full-time employees consisting of five (5) seven and one-half (7 ½) hour days. Must be open to some flexibility to work additional hours or to change hours with minimal notice.
