COLORADO PARKS AND WILDLIFE

The purpose of this work unit is to execute the limited licensing draws, oversee the issuing and accounting for approximately two million hunting and fishing license sales for Colorado Parks and Wildlife (CPW) through draw processes and license agents located throughout the state. This unit is also responsible for the issuing of special licenses and disability licenses and passes, the review, hearing and execution of license suspension hearings as mandated by Statute and Parks and Wildlife Commission regulations, and oversees the statewide campground reservation and pass distribution systems.

Description of Job

This position is the primary Customer Service Representative for the License Administration Section, assisting both staff and customers at the front counter or over the phone. This includes assisting external agents through the CPW Licensing 800 customer service number for point of sale (POS) issues, and answering general IPAWS-related questions. Handling Lost-in-the-Mail inquiries and forwarding returned mail responsibilities are also a part of this position.

This position is also in charge of supervising temporary employees for the section and training them in office procedures. The bulk park pass program and income eligible licenses and passes are also administered by this position.

Specific duties include, but are not limited to:

License Administration Customer Service Representative

Assists customers at the front counter, which includes issuing lifetime fishing and Veterans combo licenses, Columbine passes and assisting with the big game mobility program, and the landowner preference program. This position is also in charge of administering the Centennial Program, a reduced price license and pass program for income-eligible customers. This position performs general administrative duties, which includes recording, and preparing meeting minutes, testing changes made within the IPAWS system, processing Lost in the Mail Affidavits and forwarding returned mail to customers. Process daily financial sessions, fix any errors or discrepancies, and compile the weekly deposit. Monitor the statewide customer service representative chat for questions and customer merges.

Bulk Parks Pass Program/KCW errors
Ensures bulk parks pass requests are fulfilled for customers in a timely manner. Also handles customer service complaints from Keep Colorado Wild park pass escalations. Sells administrative passes in the cases of Department of Revenue or County Clerk error.

Supervise and Support Temporary Employees
Supervises, trains, and hires temporary employees. Training includes IPAWS and other office procedures, including helping customers at the front counter.

Section Support

Manage the CPW agent’s email where internal and external agents send questions and reservation refund requests. Delegate or handle the emails as necessary.

Present annually statewide about the programs and tasks this position supervises.

Assist with preparing and mailing the agent bulletin to all external agents statewide on a quarterly basis. This includes creating the product code “cheat sheets” used by all offices statewide.

Other duties as assigned.

Minimum Qualifications
Two years of experience in customer service in an office setting. Retail manager, front desk, call center in an office environment or an occupational field related to the work assigned to the position.

Appropriate education in Natural Resources, Wildlife Management, Biology, Aquatic Biology/Fishery Science/Aquaculture/Fishery Management, Ecology, Environmental Science, Environmental Policy, Geography, Geology, Outdoor Recreation, Zoology/Animal Sciences, Engineering, P.E / Professional Engineer, Water resources planning or management, Economics, Public Administration, Communications, Law, Social Sciences (e.g., sociology, psychology, human dimensions), Public Engagement/volunteer management, Education, Business, Program Management/Project Management, Computer Science, Applied Computing, Computer Engineering, IT, Accounting, Finance, Marketing or related field of study will substitute for the required experience on a year-for-year basis.

Required Competencies

Preferred Qualifications:

Current or former Colorado Parks & Wildlife work or volunteer experience is considered.
Current or former State experience relevant to this position.
Excellent customer service skills, problem-solving abilities, and critical thinking.
Bilingual in English/Spanish.

Conditions of Employment:
Must possess and maintain a valid driver’s license if operating a State vehicle.
One to two on-call days per year.
Ability to become a notary public.
Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position.
