Thurston County Public Health & Social Services (PHSS) is recruiting for a Workforce & Administrative Services Manager for our Administrative Services Division.

As the Workforce & Administrative Services Manager, you will be a key member of the Department Executive Team responsible for mentoring and guiding the Workforce and Administrative/Vital Records teams. You will serve as a trusted liaison to county Human Resources, Central Services, and IT, ensuring our department’s people, systems, and spaces are successfully aligned with county policies, while providing expertise and guidance on all matters human and personnel related. In this influential role, you will provide strategic guidance and support to leadership, develop and implement efficient workflow processes and systems, and harness data to optimize performance and make informed department-wide process decisions. Essential functions may include, but are not limited to, the following:

Act as a liaison with county Human Resources in resolving matters regarding employee relations, performance, interpersonal skills, labor relations, risk management, classifications, compensation, leave (FMLA, FML, PFML, etc.), and other HR issues, ensuring that they are addressed timely and appropriately within federal, state, and county rules
Manage the day-to-day administrative support of the department of ~165 employees, while guiding and mentoring assigned Workforce and Administrative/Vital Records team staff
Responsible for leading the department Champion Circle, ensuring that department policies and procedures are developed, maintained, and aligned with county policies
Provide workforce development oversight related to training opportunities, performance evaluations, and other workforce development initiatives and policies
Work with county Central Services and Information Technology departments to plan and coordinate requests for facilities and technology needs and services for the department and staff
Manage, respond to, and coordinate all public records requests for the department
Perform other work as required or assigned, including, but not limited to, a 24/7 response during public health emergency situations and disease outbreak investigations

WORKING CONDITIONS:

Work Environment – Quiet office setting in Olympia, Washington
Schedule – Monday – Friday, 8:00am – 5:00pm, with the potential option of alternative or compressed schedules and/or remote working
Travel Requirements – Occasional travel may be required to attend meetings or trainings
Customer Interactions – Daily interactions with Thurston County staff and the public

QUALIFICATIONS:

A Bachelor’s degree in public administration, business administration, management, or similar related field. Additional related experience may be substituted for education on a year for year basis.
Five years of experience in a position equal in responsibility demonstrating successful management capabilities, including at least two years previous supervisory experience and budget management. Previous related experience working in a similar office environment would be preferred.
Must have the ability to proficiently utilize a personal computer and appropriate software to successfully perform essential functions of the position.
Depending upon assigned department, incumbent may be required to pass a drug screen and background investigation.

DESIRED SKILLS:

Master’s degree in human resources or similar related field
Highly experienced in Human Resources related matters such as discipline, recognition, training, and employee relations
Demonstrated ability to develop and implement goals, objectives, policies, and priorities related to employee and administrative programs
