ABOUT THIS POSITION
The Phoenix Fire Department’s Office of Emergency Management is seeking a highly qualified and dynamic Administrative Assistant II to serve as the Phoenix Urban Area Security Initiative (UASI) Program Coordinator. This position plays a key role in assisting with the programmatic and financial oversight and coordination of the Phoenix UASI Homeland Security Grant Program and related programs and activities. This position will support all phases of the grant program cycle, including application, review, funding, implementation, and monitoring. Responsibilities include conducting independent research and analysis, interpreting grant requirements, and making informed recommendations based on grant guidance.
Key duties include and are not limited to:
Assisting with the federal grant application process, including reviewing grant applications submitted by partner agencies and writing the federal grant application.
Coordinating regional stakeholder engagement, including facilitating meetings and supporting the Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR) processes.
Collaborating closely with local, state, and federal partners, including grant recipients, to ensure compliance with all applicable guidelines, policies, and laws.
Supporting the overall administration, planning, reporting, and monitoring of the Phoenix UASI program to ensure successful outcomes.
The temporary position will be funded through the end of September 2025, with a possibility to be made regular in a future budget cycle. The temporary position will have benefits but will not earn city retirement credits or participate financially into the City’s retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still contribute to their pension. Temporary positions are not covered under civil service rules, and thus employment is considered ‘at-will’ and employees may be separated at any time.
IDEAL CANDIDATE
Strong research, writing, and analytical skills, with the ability to develop clear and actionable recommendations.
Demonstrated ability to build and maintain effective working relationships with internal departments, partner agencies, and government entities at all levels.
SALARY
Pay Range: $30.31 to $51.83 per hour.
Hiring Range: $30.31 to $47.01 per hour.

Pay range is the entire compensation range for the position classification.
Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

MINIMUM QUALIFICATIONS
Bachelor’s degree in public or business administration or a related field.
Three years of professional experience in public administration or governmental research or finance.
Other combinations of education and experience that meet the minimum requirements may be substituted.

Serving multiple stakeholders and executive level staff (Chiefs, Directors, etc.).
Professional-level writing (grant writing, reports, etc.).
Program management.
Grant administration.
Budget and funding.
