Job Description
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $70,022.00-$80,000.00
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Nicholas Scoppetta Children’s Center (NSCC) is a 24-hour shift-based operation providing services for New York City’s highly vulnerable population of abused and/or neglected children who have been removed from their parents/caregivers. On average, the Children’s Center serves approximately 2500 unique children entering or re-entering the foster care system as they await transition to return home, stay with kin, or placement in longer-term foster care settings.
The Children’s Center Business Operations Office works closely with all divisions within ACS, collaborating on initiatives to enhance the Children’s Centers Personnel and Operational needs. This includes overseeing programmatic needs, procurement projects, and reinforcing administrative uniformity. The office plays a key role in the Children’s Center Human Resources actions such as hiring new staff, disciplinary actions, Equal Employment Opportunity (EEO) inquires, and expediting personnel processes. The office also handles staff training, professional development, and staff engagement. The Special Assistant provides administrative support to NSCC leadership and program operations.
The Special Assistant will be responsible for performing the following duties but not limited to:
Provide administrative assistance to the Associate Commissioner and the Assistant Commissioner at the NSCC
Transcribe meetings for follow up to ensure successful implementation of projects, programs, and policies
Assist with the planning and coordination of special projects for the Office of the Associate Commissioner
Liaise with the Division of Human Resources and Business Operations to facilitate staff clearance
Prepare and organize questionnaires for interviews and complete required HR packages for hiring and terminations
Maintain familiarity with ACS Connections Placement Module and completes daily Placement Verifications in CNNX
Maintain daily reports on youth placement status, AWOC status and movements of youth while at the Children’s Center
Collect and review invoices and serve as first level approver for the Passport System
Serve as a key liaison between the Executive Office, ACS divisions, and external stakeholders by ensuring effective collaboration, responsiveness, and timely decision-making
Coordinate with the Assistant Commissioner for Business Operations to support the management of all personnel matters for the division
Provide strategic administrative support to ensure seamless management of schedules, priorities, and communications channels
Manage phone calls, employee files, correspondence, tools, and resources including central email boxes and surveys to inform and support agency-wide projects and initiatives

Minimum Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.

Residency Requirement
New York City residency is generally required within 90 days of appointment.
