POSITION SUMMARY:
The principal function of an employee in this class is to perform a variety of clerical and administrative support duties for the City Waterworks department. The work is performed under the supervision and direction of the Business Manager I, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with assigned supervisors, other City employees, and the general public. The principal duties of this class are performed in a general office environment.
ESSENTIAL FUNCTIONS:
Provides administrative support to key departmental personnel in relation to clerical requirements, prepares specialized reports as required and performs financial report maintenance, such as preparation, planning, and implementation of budgets
and special projects for the Department.
Provides effective professional liaison between the Department and other City Departments, representatives from public agencies, area businesses, and the general public.
Tracks and maintains department workflow for: Water hydrant meter rentals and billing, Automated Meter Reading, water meter installs, Analytical lab reports, material safety data sheets and asphalt patch requests.
Answers/receives, screens and/or greets visitors, telephone calls, faxes, mail, and messages for Department personnel and provides information to or refers callers and visitors to appropriate personnel.
Listens to and directs comments and complaints from the public relating to domestic and irrigation water and takes appropriate action to resolve and refer such complaints.
Interprets and applies departmental or office rules, policies, and regulations in accordance with prescribed procedures and guidelines.
Prepares specialized analytical reports relating to a core function of a departmental operation for use in policy development and evaluation of existing programs and initiatives.
Prepares service request, work orders, reports, and other documents.
Transcribes or prepares letters, minutes, reports, statements, specifications, contracts, memoranda, notices, resolutions, budgets, financial and statistical tables, requisitions and other related materials.
Gathers, assembles, updates, distributes and/or files a variety of information, forms, records and data as requested using traditional filing systems or databases as necessary.
Copies, packages and distributes a variety of written materials as requested by other designated office personnel.
ADDITIONAL FUNCTIONS:
Assumes responsibility for other duties as required or assigned.
May maintain Department web site.
Requisitions supplies and materials for the Department as requested.
Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
Responds to citizens’ questions and comments in a courteous and timely manner.
Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
Is punctual and timely in meeting requirements of performance, including attendance standards and work deadlines.
Communicates information and states concerns in a clear and professional manner.

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
Education: High School Graduate or General Education Degree (GED); Required
Experience: 4 plus years of experience in clerical expertise or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
Computer Skills: Ability to operate computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and out use to new skills and knowledge brought about by rapid changing
information and/or technology.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
Strong oral and written communication skills
Thorough knowledge of the mechanics of the different types of fire hydrants within the system.
Thorough knowledge of GIS mapping and the ability to edit data in the field.
Thorough knowledge of how to flush the domestic system to achieve maximum efficiency in a safe manner.
Thorough knowledge of the City’s Waterworks System, including the SCADA (supervisory control and data acquisition) system which monitors the system by computer.
Thorough knowledge of Federal, State and City rules and regulations regarding the safe production and delivery of potable and non-potable water to the public. Substantial knowledge of light, heavy and motorized equipment.
Technical Expertise and Usage – Ability to comprehend complex technical topics and specialized information. Acquiring and applying technical and functional knowledge in a technological area of specialty.
Teamwork – Ability to work as a productive member of a cohesive group toward a common goal and contributing to team development and effective team dynamics.
WORK ENVIRONMENT:
The principal duties of this class are performed in both a general office environment and in the field in a variety of terrains and weather conditions.
