DUTIES:
Provides administrative support for the Director of Communications and Administrative Resolution Division to include processing internal communications, providing telephone coverage, responding to inquiries, corresponding parties requesting public records, logging incoming and outgoing public record requests in Gov QA, preparing cost estimates; draft responses for Director’s signature, handling daily inquiries from department managers and outside agencies. Gather information for public records requests as necessary, ensuring the information prepared is complete, accurate and redacted in accordance with CORI and HIPPA laws. Provides day-to-day coordination and support for all phases of the records request process, including the collection, processing, review and production of documents. Confer with executive level management staff regularly to gather information for requests. Track and monitor appeals received from the Secretary of State’s Office. Perform various office support duties to include scheduling and preparing materials for meetings, interviews, photocopying, scanning, maintaining files in an efficient manner, and other duties as assigned. Performs related duties such as attending meetings and conferences; maintaining records; and preparing reports. Assumes responsibilities of unit staff in their absence by fielding calls and email inquiries during regular business hours or any other duties required.

PREFERRED QUALIFICATIONS:

Knowledge of laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing the Department of Correction. Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, and guidelines governing the unit duties. Ability to follow written and oral instructions, ability to gather information by examining records and documents. Ability to assemble items of information in accordance with established procedures and maintain accurate records. Ability to communicate effectively and professionally, both written and orally, and ability to exercise discretion in handling confidential information. Knowledge of the types and uses of general office equipment. Applicants must be able to work in a fast-paced environment both independently and as a team.

COMMENTS:

This is a Civil Service position. Please note that salaries for union positions are determined according to the provisions of the respective collective bargaining agreement. Applicants must have no felony convictions, to include any actions defined in 5 U.S.C. 301; U.S.C. 509, 510; 42 U.S.C. 15601-15609. The Massachusetts Department of Correction shall not hire anyone who may have direct contact with offenders, who has engaged in sexual abuse in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents. The DOC urges bi-lingual applicants to apply.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor’s or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.*

II. A Bachelor’s or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
