BOLI has an opening for one Administrative Specialist 2 position in the Apprenticeship and Training Division. This position will be based in our Portland office. The successful candidate may also be eligible to work a hybrid schedule.
This is a permanent, full-time, SEIU represented position. This recruitment may be used to fill additional vacancies as they occur.

What You Will Be Doing
The position supports the Supportive Services Operations and Policy Analyst 3 by performing and coordinating administrative tasks for the CHIPS Child Care Program required under BOLI’s Interagency Agreement with OBDD. Duties include:
Communicate in person, through telephone, and in writing with agency staff, other State and local government agencies, private agencies, and/or the general public to provide or request information, respond to questions and complaints.
Coordinate flow of customer services and operations which may include tracking, scheduling and delivery of services.
Respond appropriately to inquiries from the general public and other public agencies by providing technical information about registered apprenticeship and training programs; ensure customers are given correct and appropriate information; refer customers to other agencies or resources as needed.
Transcribe internal meeting notes for distribution to Division staff, support Division’s internal work teams.
Responsible for review and payment of invoices for printing of publications, forms, letters, manuals, various mailings and notices; maintains invoice balance sheets for various contracts to ensure reports are accurate.
At the direction of the Supportive Services OPA 3, schedule and facilitate meetings with OBDD, with CHIPS Child Care Program Contractors, and with program evaluators.
Coordinate with Supportive Services OPA3, ATD managers, BOLI Communications Manager, and ATD webmaster to update agency web content related to the CHIPS Child Care program and coordinate with printing office to order printed materials for CHIPS Child Care program.
Maintain essential records and files; gather and organize data and prepare narrative and statistical reports related to the program measuring success and or performance to be used by others to make decisions related to the program on a monthly, quarterly and annual basis.
Serve as back up to AS1 and OS2 positions in checking ATD mail, e-mail and as back up to OS2 and AS1 in answering ATD phone calls and voice mails

Working Conditions:
Requires the ability to work in multiple working environments that include but are not limited to office, construction sites, and partner agency/company location sites. Work can require travel including occasional overnights. The incumbent will be expected to work a flexible schedule. Incumbent has contact with a range of people including some exhibiting anger and frustration. Standard office environment. Works up to 90% of day with personal computer. Must possess a valid Oregon driver’s license for operation of State vehicle. Limited use of state motor pool car. Requires the ability to lift up to 25 lbs.
This Is What You Need to Qualify:
Three years of secretarial or administrative support experience that includes coordinating office procedures, preparing narrative and statistical reports, and administrative data collection and analysis
OR
An associate degree in general office occupations and two years of secretarial or administrative support experience that includes coordinating office procedures, preparing narrative and statistical reports, and administrative data collection and analysis
OR
An equivalent combination of education and experience.
The ideal candidate will possess the following desired skills and attributes:
Experience creating and running reports from database information systems and ensuring accuracy of data
Excellent writing and oral communication skills, including the ability to present complicated information
Knowledge of research techniques sufficient to collect, analyze, interpret and report data in both a narrative and statistical format
Experience in interpreting laws, rules, policies and procedures and applying interpretations to specific situations
Experience in performing technical or administrative support functions requiring independent judgment, decision making and problem resolution
