Job Responsibilities

Serves as Administrative Services Manager, responsible for providing administrative support to all four Highway Patrol Majors (Field Enforcement Regions 1 and 2, Administrative Support, and Operations Support). Coordinates with administrative office managers in Highway Patrol Troops 1 – 10 as well as Patrol Headquarters to facilitate workflow of administrative operations from troops to Highway Patrol command staff.

Performs office management duties in support of all Highway Patrol Majors. Coordinates a broad range of administrative support services that allow the Highway Patrol’s law enforcement and administrative operations to function more efficiently. Prepares, routes, and maintains records and personnel documents received from Highway Patrol Field Enforcement Regions 1 and 2.

Performs administrative support functions including: Regulatory and Compliance, Telecommunications, Patrol Training, Employment, and Community Relations, Recruiting, and Freedom of Information Act (FOIA).

Performs operations support functions including: Multi-disciplinary Accident Investigation Team (MAIT), Central Evidence Facility, Special Operations, Emergency Management, Victim Services, and Peer Support.

Reviews troop/unit reports and administrative documents for grammatical errors and makes appropriate recommendations for necessary corrections. Performs administrative services critical to functional areas, such as management and tracking of activities related to South Carolina Enterprise Information System (SCEIS) time and leave.

Prepares and ensures the maintenance and processing of workflow correspondence through the Majors’ offices including, but not limited to, personnel action requests, training rosters, reports, and disciplinary records. Composes replies to general correspondences and email inquiries. Consults and coordinates with South Carolina Department of Public Safety’s (SCDPS) administrative offices to assist in resolving personnel, finance, and general administrative matters.

Ensures that all weekly reports are received from enforcement troops and support units. Compiles weekly reports, handles monthly reports and special assignment reporting.

Receives, screens, and routes telephone calls appropriately. Independently, solves procedural problems and answers questions that require substantial knowledge of department policies and procedures, as well as professional office management practices.

Receives and forwards special requests for assistance from troop/unit personnel to the Highway Patrol Headquarters Command Staff.

Orders office supplies and equipment. Assists with special projects and performs other related duties as directed.

Minimum and Additional Requirements

State Minimum Requirements:
A high school diploma and relevant experience in business management, public administration, or administrative services or a bachelor’s degree may be substituted for the required work experience.

Agency Minimum Requirements:
A high school diploma and five (5) years relevant experience in business management, public administration, or administrative services, or an associate degree in a related field and three (3) years of administrative experience. A bachelor’s degree and one (1) year of administrative experience may be substituted for the required work experience.

Must possess specialized skills in computer software such as Microsoft Office programs, including Word and Excel.

General knowledge of budgeting and accounting procedures.

Must possess the knowledge and ability to use proper spelling and grammar to create professional correspondence and reports.

Must have considerable knowledge of office management policies, practices, and procedures and be able to operate standard office equipment.

Must also have the ability to communicate effectively, both orally and in writing.

Must be able to maintain a high degree of confidentiality. Must handle sensitive and classified information in accordance with proper protocols.

Works under the general supervision of the Highway Patrol Majors. Is allowed latitude with independent decision making concerning assigned tasks and responsibilities.

Participates in the agency’s emergency management operations during deployment of essential personnel, which may require working weekends and/or shift work.
