DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Performs under the supervision of the Division Manager or higher. Performs varied professional administrative functions related to purchasing receiving and tracking purchase orders. The administrative specialist will work directly with the Houston Water – Resources and Client Services division manager, administrative managers, and supervisors. In addition, this position will be responsible for creating and maintaining workflows, organization charts, and standard operating procedures. The administrative specialist will assist with developing and updating SharePoint sites for all the core services groups within the RCS Team. This position is responsible for providing timely internal support and services to all procurement and budget-related inquiries by providing effective and consistent communication to key branch personnel. Additional job functions include records retention initiatives including maintaining files and documentation thoroughly and accurately, in accordance with city, state, and departmental policies. The position will also provide assistance in special projects as needed.

WORKING CONDITIONS
The position is physically comfortable; the individual has some discretion about walking, standing, etc.

This is a TIER 2 responsibility position with respect to disaster preparedness, response, and recovery. Most specifically, this means you are responsible for working and being available to work during a natural disaster or catastrophic event.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a bachelor’s degree in Business Administration, Liberal Arts, or related field.

EXPERIENCE REQUIREMENTS
Three years of administrative experience are required. Professional administrative experience may be substituted for the above education requirement on a year-for-basis.

PREFERENCES

This position requires proficiency in SAP and MS Excel, research skills, use of analytical judgment and pays attention to details. Good organizational, verbal, and written communication skills and ability to work effectively with all levels of management. Prefer knowledge of municipal accounting, and processing of payment procedures. Must be able to perform under moderate supervision and within standard operating procedures.

Work is complex and varied, and requires the interpretation of technical and detailed guidelines, policies, and procedures in combination. Analytic ability is needed to gather and interpret data where answers can be found only after careful analysis of several facts.

**Preference shall be given to eligible veteran applicants provided such persons possess qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
