POSITION SUMMARY
Monroe’s City Administrator is responsible for the financial, supervisory, and compliance oversight of the City of Monroe’s administrative and operational areas, and as such, it reports to the Mayor and City Council. This is a 32-hour per week position that is benefits-eligible.
This position oversees, coordinates, and manages the day-to-day activities of the City, which includes budgeting, capital improvement planning, grant processes, human resources, ordinance enforcement, public meeting law, records management, risk management, and carrying out the requirements of policies of the Mayor and City Council. Therefore, this position requires a solid understanding of federal and state laws, the legal system, city ordinances, as well as rules and regulations relating to the administration of City government, especially in the areas of contracts and the public regulatory environment.
RELATIONSHIPS WITH OTHERS
Work is performed under the supervision of the Mayor and City Council. This position supervises all City Staff (4.5 FTE). While this position will supervise the City’s Public Works/Utility Staff and the City Recorder, it is not responsible for performing Public Works/Utility or City Recorder functions.
ESSENTIAL DUTIES
1. Budget and Finance
a. Evaluates the City’s finance operations including budget, audit, investments, property management, general finances, risk management (property, casualty, and liability coverage), and fixed assets.
b. Serves as City Budget Officer. This includes overseeing the preparation and maintenance of the City’s operating budget. Presents budget documents to Budget Committee; reviews and monitors expenditures for compliance with adopted budget and purchasing procedures.
c. Oversees the treasury functions and the receipt and disbursement of City monies, investment records of all City funds; projects future revenue collections and compares against anticipated City expenditures; invests surplus City funds in accordance with City investment policy, and periodic financial reports.
d. Oversees City expenditures within budgetary limitations to ensure public funds are spent wisely.
2. Meeting Attendance, Preparation & Support
a. Regularly attends all City Council and Planning Commission Meetings; provides updates to both bodies. This position must be able to attend 3-5 evening meetings per month. This position’s work schedule can flex depending on the meetings in a given week.
b. In conjunction with the City Recorder, oversees agenda creation, directs preparation and distribution of the Council agenda, staff reports, and other relevant meeting materials and records.
c. Oversees preparation of meeting minutes, filings for the public record; distributes information as requested; sees that motions and decisions made at meetings are implemented.
d. Prepares ordinances and resolutions for the City Council.
e. Oversees preparation and advertising of meeting agendas, bid and other advertisements, legal notices of public hearings and special meetings with assistance from the City Recorder.
3. Compliance
a. Oversees City operations to ensure compliance with federal, state, and local laws.
b. Oversees funding and grant procurements to meet the Council’s directives and City needs; administers such programs as appropriate under state or federal guidelines. This includes the full scope of grant writing: application, filing, accepting, and stewarding grants through project completion.
c. Must be able to maintain accurate records and files.
d. Coordinates legal matters with the City Attorney.
4. Supervision
a. Oversees and directs all City employees to ensure the City operates efficiently and effectively.
b. Provides leadership and direction to City employees, guiding them towards achieving the City’s objectives and fostering a positive work environment.
c. Provides advice and support to the Mayor and City Council on a wide range of issues, helping them make informed decisions.
d. Establishes work assignments, training and educational programs, evaluates performance, ensures appropriate compensation for work, and related personnel matters.
e. Provides project management oversight in relation to day-to-day and special or capital improvement projects.
5. Communication
a. Communicates regularly to the Mayor and City Council on the status of all assignments and functions of the various city departments, commissions, and boards.
b. Reports to and advises the Mayor, and City Council as appropriate, on immediate as well as emerging municipal issues.
6. Goal and Policy Setting
a. Assists the Mayor and City Council in developing and implementing short-term and long-term goals and objectives; develops strategic plans to align project outcomes with goals.
b. Advises and assists the Mayor and City Council in the formulation and establishment of administrative policies for operation of City government, as well as developing policy related to the general future direction of City government.
c. Serves as the primary administrative contact for City Council members, supports the Mayor in efforts to inform the Council on important issues, and acts as an administrative resource to Council in meeting goals and objectives.
7. Miscellaneous
a. Attends a variety of local, regional and statewide meetings as a representative of the City.
b. Receives the public, actively works to assist others, answers questions, and resolves customer complaints. Responds to inquiries from employees, citizens, and others and refers to appropriate persons when necessary.
c. Oversees emergency/disaster preparedness, response, and coordination with first responders. This includes regular revision and maintenance of the City’s emergency response procedures.
d. Other related duties as assigned by the City Council.
REQUIREMENTS
Graduation from a four-year college or university with major course work in business, public administration/policy, or related field.
Five years of experience in municipal government administration, preferably in city administration, assistant administrator, department head, or equivalent combination of education and experience.
Any other satisfactory equivalent combination of education, experience and training which ensures the ability to perform the work may substitute for the above.
The ability to maintain a flexible schedule and be able to promptly respond to emergent situations.
OTHER REQUIREMENTS
While performing the duties of this job, the employee is regularly required to use hands for keyboarding.
The employee frequently is required to sit, walk, stand, stoop, and talk or hear. The employee is occasionally required to kneel or crouch. Employee occasionally lifts and/or moves up to 25 pounds unassisted.
Specific vision abilities required by this job include close vision and the ability to adjust focus.
Employee will typically work a 32-hour work week.
KNOWLEDGE, SKILLS AND ABILITIES
Strong interpersonal skills, using respect, tact, and courtesy in an environment with diverse viewpoints, personalities, and with a mutigenerational workforce; strong conflict resolution skills.
Thorough knowledge of the principles and practices of municipal administration to include public/municipal budgeting.
Knowledge of principles and methods of leadership, management, and supervision; finance and personnel management; municipal government organization, powers, functions and relationships with other governmental jurisdictions.
General knowledge of municipal engineering and public infrastructure. (Note: This position is not required to perform any utility functions).
A thorough understanding and demonstrated practice of public finance is a critical for this position’s success.
Skills in establishing and maintaining cooperative and harmonious working relationships with City Councilors, Planning Commissioners, City Staff, and other elected and appointed officials.
Establishes and maintains cooperative and harmonious working relationships with representatives of business, education, government and the general public.
Transparent partnership with City Council and the Planning Commission are a requirement for this position.
Excellent writing and communication skills using both technical and non-technical language.
Proficiency in basic computer programs and applications.
Ability to develop and prepare effective and complete correspondence and administrative reports.
Communicates effectively in front of various groups with excellent public speaking skills.
Appraises the quality of varied municipal services through inspection and review of work reports and to develop and effectively implement improvements.
Analyzes complex problems and conducts necessary research in solving them.
Plans, assigns, supervises and reviews the work of others.
Comprehends and interprets laws, ordinances, rules and regulations.
Adapts to and works within the prevailing political, regulatory, and social environment.

Pay: $68,000.00 – $76,000.00 per year
