This Agency HR Consultant is afully Remote/field positionand will independently serve as a DPS Recruitment Consultant to initiate recruitment initiatives in the specified Region or specified area of expertise for North Carolina in order to plan, coordinate and facilitate recruitment to meet the business needs. The consultant will recruit for and source qualified candidates as designated in the specified geographical area or department which may have offices statewide. The consultant will work with Agency Administration, staff, Executive Management and/or NC DPS Central Human Resources Recruitment Division to plan and facilitate special recruitment initiatives to target outstanding candidates for positions such as; Law-Enforcement, Social Worker, Administrative, Trades, Engineering and other positions as deemed necessary.

This is a full-time position (40 hours per week) with State Benefits.  North Carolina Driver License and Travel will be required, with some overnight stays possible.  A State vehicle will be provided for approved travel in addition to other tools necessary to fulfill the expectations of the position such as laptop, cell phone, printer, gas (WEX) card, recruiting materials and displays.

Specific responsibilities include:

Collaborating and developing working relationships with colleges, universities, professional boards/commissions/associations to plan and facilitate recruitment initiatives.

Gathering information, when available for recruitment and retention issues, in order to provide feedback to Central HR on what is working well and what areas need improvement.  This position will have a direct reporting role with Recruitment Supervisor(s) for training, recruitment efforts, and specialized recruitment needs in “hard to recruit for” positions.

Participating with and attending DPS specific career and hiring events, community job fairs and networking events, as well as speak directly with senior college student’s/classes in regard to career opportunities within NC DPS.

Preparing presentations, both on paper and using MS Power Point, as well as developing and maintaining spreadsheets for applicant and position tracking purposes.

The employee in this position must possess ability to communicate effectively both verbally and in writing with applicants, internal and external stakeholders, and management individually, and in front of large audiences at all levels of the organization.

The Recruitment and Staffing Unit is responsible for managing and administering the recruitment program for all non-certified positions and temporary staffing services for the Department of Public Safety (DPS).  The Unit reviews, analyzes and provides consultation to DPS management on strategic recruitment and staffing needs to include training hiring managers, recruitment and posting of positions, applicant screening for qualified and not qualified and recruitment priority screening (RIF, Promotion, Veterans), applicant tracking, implementing special recruitment initiatives for difficult to recruit positions, coordinating and participating in hiring events.  The HR Division provides HR services and support in the assigned areas to approximately 6200 permanent DPS employees 150 temporary employees, and 10,000 National Guard members.
