Harris County Pollution Control Services Department (HCPCS) Mission
The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air, water, and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property and the protection of plant, animal, and marine life.

What you will do for Harris County Pollution Control

Under direct supervision, the Operations Administrative Assistant will perform various administrative activities to support the Operations Deputy Director and the department’s business operations. Individuals in this position will be play a key role in ensuring the smooth operation of the Operations section by handling various administrative tasks, coordinating meetings, interacting with visitors, managing schedules, and supporting event management planning, coordination, and execution. This position also will be responsible for interacting with visitors, training administrative secretaries, and monitoring the

Operations sections’ purchasing balances. In addition, this role will maintain division program references such as vendor lists and procurement records and assist with Open Records Requests (ORR). The Administrative Assistant will be highly organized, detail oriented, and capable of managing multiple priorities.

The Operations Administrative Assistant must have comprehensive knowledge of departmental operations, as well as strong communication, organization, multitasking, and prioritization skills to ensure that all departmental administrative activities are executed and in alignment with business goals and objectives.

The Administrative Assistant requires a strong understanding of departmental operations and must possess excellent communication, customer service, and organizational skills, with a keen attention to detail.

Duties and Responsibilities:
Grant Support: Supports the grant development process by researching, identifying, and assessing new grant and grant renewal opportunities; assists with grants and award applications.
Administrative Support: Provides administrative and clerical support to the Deputy Director of Operations by managing calendars, answering phone calls, responding to emails, and coordinating schedules. In addition, prepares and processes documents for the division, such as purchasing documents, personnel forms, accounts payable documents, invoices, travel and mileage expense forms, and inventory records.
Data Management: Researches and retrieves information from databases; incorporates data into assigned records and documents; creates statistical reports and summaries from data; and generates automated reports from systems.
Document Processing: Prepares documents, records, correspondences, letters, and forms requiring knowledge of department programs and services; assists in researching, compiling, consolidating, and tabulating information; incorporates information from source documents into the preparation of assigned materials; submits administrative documents to appropriate deputy or manager.
Record Management: Updates and maintains databases, files, and records in automated information systems; calculates and maintains time sheets and leave information for employees. Oversees division program references such as policy books, vendor lists, code books, training manuals, and standard operating procedures.
Training & Development: Guides clerical and administrative support functions, assists in directing and evaluating assigned staff, and facilitates cross-training administrative staff to support other departmental objectives.

Requirements

Education:
High school diploma or G.E.D. equivalent
Experience:
Three (3) years of experience in administration, budget preparation, and personnel functions.
Licensure:
Valid Driver’s License (TX upon hire)
Knowledge, Skills, and Abilities:
Ability to exercise discretion and sound judgment when handling calls, scheduling appointments, and performing work duties for directors.
Ability to maintain confidentiality.
Knowledge of Microsoft Office applications.
Working knowledge of word processing, database, and spreadsheet applications, including their capabilities and appropriate uses.
Good written and verbal communication skills.
Advanced customer service skills.
Strong math skills are required for the preparation of reports and financial records reconciliation.
Strong organizational skills and the ability to prioritize work.
Must be highly organized to maintain detailed, accurate, and orderly records for multiple programs.
Ability to discuss actions affecting intermediate or long-term programmatic functions with the department before implementation and not share such information.
Ability to exercise discretion and sound judgment.

General Information

Position Type and Typical Hours of Work:
Full time | Monday – Friday | 8:00 am to 5:00 pm.
Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.
Reporting Relationships:
Reports to Position: Deputy Director Operations
Supervised Positions: None
Work Environment and Physical Demands:
This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.
The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds. The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.

Employment may be contingent on passing a drug screen and meeting other standards. Due to a high volume of applications positions may close prior to the advertised closing date or at the discretion of the Hiring Department.
