JOB DESCRIPTIONSchool District Business Administrator QUALIFICATIONS: Massachusetts certification as a School Business Administrator.Bachelors degree in business administration or accounting. MBA and/or CPA(desirable).Three years of experience in a supervisory capacity.Experience in private or public administration (School experience desirable).Such alternatives to the above as the Superintendent may find appropriate and acceptable.REPORTS TO: Superintendent of SchoolsSUPERVISES: 1. Central business office, clerical, and secretarial staff.2. Cafeteria managers (not direct supervision) Oversees finances of the School Lunch program in conjunction with the principals3.

Transportation contractors or their coordinators.4. Maintenance supervisor (not direct supervision) Oversees maintenance in conjunction with the principals. JOB GOAL: To administer the business affairs of the five school districts in such a way as to provide the best possible educational services with the financial resources available. The Business Administrator will function in the same capacity as a Town Accountant/Auditor.PERFORMANCE RESPONSIBILITIES: Plans and administers an efficient system of meeting the financial needs of each school district: Assumes responsibility for long-range financial planningPrepares budget analyses and account reports for the superintendent and principalsMonitors, analyzes, and advises on state and federal revenue, including aid to educationArranges, expedites, interprets results of, and facilitates response to each regional districts annual financial records auditDetermines the annual assessments of town shares of the operations of regional districtsAssists building principals and local school committees in: The design, development, promotion, and oversight of each districts annual school budgetEvaluating and recommending major repairs, maintenance, or renovation of physical plantsArranging for periodic auditing of each schools internal accountsAdvises the Superintendent on school district business matters by: Communicating with municipal finance officials, interpreting state financial regulations, and reporting requirementsRepresenting the Superintendent at local and statewide financial meetings and public presentationsAssisting the Treasurers employed by each regional district with timely information and reports as may be neededOversees and administers the following central office functions on behalf of each district: Establish and maintain accounting systems and proceduresPurchasing of supplies, services, and equipment in accordance with federal and state laws and regulations Personnel management related to payroll, pensions, and benefitsWage, salary, and benefits calculations, and adjustments to comply with local agreements, state law, and federal regulationAccounts payable and receivablePhysical plant records, facilities, and insuranceAsset management and inventory of each districts real property Contract specifications, bidding, and procurementRecruiting and recommending the appointment of secretarial and clerical employeesAssigning and delegating tasks to and evaluating the performance of business office staffAdministers the student transportation program, including: Design of services for contracting with conveyorsEstablishment of routes and schedules and assignment of pupilsContract management with conveyors and their coordinatorsCommunications with principals, transportation coordinators, public safety officials, and parentsOversees food service programs and ad…
