SCOPE OF WORK:Plans, develops, and administers business management programs including financial management and budgetary planning and analysis for assigned programs within the Department. Works within the Office of Business Management (OBM) and serves as the main point of contact between OBM and assigned Divisions Directors and Program Administrators.

ACCOUNTABILITIES:

Develops, implements, and monitors financial and administrative policies and procedures, including planning and supervising program budgets, interpreting federal and state laws, and accounting standards, to assure that agency is in compliance with accounting and fiscal mandates.

Establishes and implements internal controls to monitor revenue and expenditures; including ensuring state appropriations and grant funds are aligned and programmatic goals are met.

Ensures adequate financial management and reporting consistent with federal and state requirements; including the federal Office of Management and Budget (OMB) policies and procedures. Completes all federal and state financial reports; reviews financial reports and recommends changes in financial planning. Assists with financial audits as required.

Implements and evaluates current and long-range program operations for proper allocation of assigned grants; prepares and provides reports with detailed analysis and implements necessary fiscal and programmatic changes.

Collaborates with Program Administrators on the development and finalization of federal allocations for school districts. Develops, implements, and monitors Match and/or Maintenance of Effort (MOE), and matching allocations and reports, to meet required compliance with federal and state regulations.

Oversees and administers financial procedures to ensure effective operation of assigned grants and programs. Directs the preparation of guidelines for implementing various policies and procedures established by state and federal government. Develops and implements fiscal, financial and accounting management framework and procedures for the requirements imposed by federal and state regulations in order to develop statewide procedures.

Plans and manages the biennial budget for assigned programs, verifying requests and resolving any inconsistencies in the administration of the programs to meet goals and objectives. Directs Program Administrator’s on the state budget development process. Develops ad hoc reports during the Governor’s and Legislative phase to support requests of the CFO and Commissioner.
