Duties

If selected at the GS-09 level, duties will be performed in a developmental capacity.

Serves as a Contract Administrator assigned to a team responsible for the administration of government contracts/grants/agreements for one or more contractors.

Incumbent is assigned a group of contracts for which the employee performs the full range of contract functions, up to the point of signature to include contract/grants/agreements, contract administration and contract closeout.

Reviews new contracts to ensure all necessary clauses have been included.

Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements.

Coordinates with the buying office on contractor’s requests for waivers or deviations from contract terms.

Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.

Qualifications

To qualify for a Contract Administrator, your resume and supporting documentation must support:

A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of “A” above.

B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

Assisting an organization with one of the following: administering/overseeing multiple contracts or drafting of financial reports or developing business plans or drafting/reviewing/implementing internal policies/procedures.

Assisting an organization in one of the following: developing courses of action, critical paths and milestones to successfully execute contracts or business decisions; or monitoring a resolution processes and provide feedback, reports or audits to management.
