Duties

The Deputy Under Secretary of Intelligence & Analysis for Management provides guidance and advice to the Under Secretary and Principal Deputy Under Secretary while taking such actions as required to evaluate and enhance the effectiveness of I&A.

Specific responsibilities include:

Manages the mission enabling areas of budget, human capital, security, facilities, logistics, property accountability, technology (including the development and support of IT tools and data analytic solutions), strategic planning, and organizational performance measurement.

Improves business practices in accordance with office policy and applicable laws.

Defines short and long-term needs and vision of the organization by providing critical and strategic approaches to resource management, information technology and security, and workforce management.

Serves as an adviser to the Under Secretary and Principal Deputy and other senior I&A leadership as appropriate on all Budget, and Human Capital items with the Office of the Director of National Intelligence.

Represents I&A in a variety of senior level forums, both internal and external to DHS requiring he/she maintain an expert knowledge of all I&A mission support areas.

Coordinates and shares information to ensure that products are distributed across the Department and Federal community to include the Secretary of DHS; the Office of Management and Budget (OMB); other Executive departments, Congress, the Office of the Director of National Intelligence (ODNI); as well as a broad range of State, local, tribal, and private sector officials.

Works directly with the Secretary’s Office (COS and the Executive Secretary) and other support leadership in I&A and the Department including leadership in other components of DHS.

Coordinates and collaborates with senior leadership in the Office of the President, other Federal Departments, the Office of the Director of National Intelligence, and other agencies of the Intelligence Community on issues focused on human capital, budget, and operational matters.

You must be able to obtain/maintain a TS/SCI security clearance.

You may be required to undergo periodic drug testing.

You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

Selectee will be required to complete form OGE-278, Executive Personnel Financial Disclosure Form.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
