Recruitment Range: $76,290.00 – 148,765.00
This posting is in anticipation of the vacancy of position 60022817.
Position will serve as District 1 Engineer in Division 13. This position will manage highway maintenance in Burke, McDowell, Mitchell, and Rutherford counties. This will include oversight of maintenance activities performed by force account and contract forces, as well as contract administration for certain projects in the District.
Position will also manage operations including encroachments, subdivision reviews, driveway permits, outdoor advertising, junkyard permits, oversize and overweight permits, road additions. Additional responsibilities include fiscal and personnel management and serving as point of contact for local governments, planning organizations, and the general public to provide maintenance and construction information, coordination and service delivery.
Knowledge, Skills and Abilities / Competencies
Applicants must submit an application that clearly reflects work experience that demonstrates the following:· Customer service experience with internal and external customers including Division personnel and management, Municipal and County governments, consultants and contractors, elected officials and the general public including explaining engineering concepts to various customer groups.
Experience making recommendations and decisions for simple or complex projects.
Experience supervising at least three permanent employees, contractors and/or consultants.
Experience in reviewing project plans and specifications for locally managed projects, subdivisions, right of way encroachments and driveway permit applications for compliance with all applicable design and safety standards.
Experience with interpreting and communicating verbally and in writing details of plans, project documents, policies, and procedures to convey information to consultants, department personnel, and others.
Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
