THE OPPORTUNITY:

The Park District is currently recruiting for an Administrative Support Manager. Under general direction, this position performs a variety of high-level administrative tasks that directly assist Executive Level Management in the day-to-day management of Park District operations.

WHAT YOU’LL BE DOING:

This position reports to the Assistant General Manager of Public Safety. This classification provides expert advice, consultation and recommendations to Executive Level Management. This classification is distinguished from Assistant General Manager, which is responsible for managing an entire Division. Incumbents receive administrative direction from an Assistant General Manager and may exercise direction over professional, analytical, confidential, and administrative staff.

Essential Functions

Serves as administrative support to an Assistant General Manager assuming responsibility for a wide variety of administrative and Division personnel matters, including, without limitation to, conducting investigations, drafting and reviewing corrective action, consulting with Human Resources on labor and personnel issues, training, policy development and serving as the Division subject matter expert in negotiations with labor unions

Manages public inquiries and refers correspondence to appropriate staff or personally responds to individual inquiries based on knowledge of the Park District’s and Division’s programs, policies, and operations

May attend meetings as a representative of the Assistant General Manager of Division Leads or from the General Manager’s office

Relays administrative instructions and guidance to Division staff

Collects information and independently prepares correspondence, reports, and memoranda

Performs independent research and summarizes a variety of informational material

Organizes own work assignments, establishes work priorities, and maintains critical deadlines

Reviews staff-prepared correspondence, reports, etc. for proper format, grammar, spelling, punctuation

Assists in the development and management of the annual department budget

Participates in the identification of performance goals and objectives

Participates in the development of long and short-range goals for the Division, including specific workplans for the Division

Manages staff; coordinates assignments and makes adjustments based on workload and the Assistant General Manager priorities; provides technical guidance and resolves operational problems in coordination with the Assistant General Manager; performs the full range of staffing management responsibilities, i.e., selection, performance management, training, leave approval, employee relations and assuring a safe workplace for the Division

As directed, reviews draft policies, reports, directives and procedures for format, accuracy, clarity and adherence to the District’s administrative policies and guidance, and the Assistant General Manager’s instructions; May coordinate with staff to collect additional information, and/or verify facts; as needed, provides proposed revisions and/or recommendations

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: A Bachelor’s Degree from an accredited college or university in public administration or a closely related field; and

Experience: Four (4) years of experience in administrative personnel management, preferably in a public sector environment, including two (2) years at a supervisory or management level.

Knowledge of techniques of effective management and organizational practices

Ability to exercise sound judgment, initiative, and tact

Ability to establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers

CONDITIONS OF EMPLOYMENT:

Must pass a Level 1 Background Check. Positions located at Public Safety will require a Level 3 Background Check.

In addition to the regular work schedule, this position may be required to work evenings and/or weekends to attend meetings and trainings as needed.

This position is designated as a Mandated Reporter under the Child Abuse and Neglect Reporting Act (CANRA). Mandated reporters are individuals who are obligated by law to report suspected cases of child abuse and neglect. As such, you will be required to sign an acknowledgment of having received the District’s policy and your responsibilities.

Confidential Designation: This position is not affiliated with a union and is considered part of unrepresented Management employees at the Park District. The probationary period for this position is twelve (12) months. This position is designated as “at-will” and serves at the pleasure of the General Manager.
