Position Description/Job Requirements

Job Title: Bradley County Soil and Water Conservation District Office Administrator

Location: 450 Stuart Rd. NE, Cleveland, TN 37312

Reports To: Bradley County SWCD District Board of Supervisors

Position Type: Full-Time, Salary $35,688 with full County Benefits

Position Summary:

The Bradley County Soil and Water Office Administrator plays a vital role in supporting the mission of the Bradley County Soil and Water Conservation District by assisting with the administration and implementation of both State and Federal Cost Share Programs. This position involves program coordination, fiscal management, public outreach, and clerical support to ensure compliance with all applicable regulations and guidelines. The Office Administrator serves as a key liaison between landowners, governmental agencies, contractors, and conservation professionals.

Key Responsibilities:

Program Administration:

· Coordinate and administer State and Federal Cost Share Programs (e.g., EQIP, CSP, TDA ARCF, etc.).

· Maintain accurate and organized records of cost share applications, contracts, payments, and reports.

· Ensure compliance with all program guidelines, deadlines, and reporting requirements.

· Conduct eligibility verifications and assist landowners with application processes.

· Monitor project implementation, progress, and completion documentation.

Financial and Record Management:

· Prepare and manage budgets, reimbursement requests, and financial reports for all programs.

· Track expenditures and cost share payments in coordination with Federal and State guidelines.

· Assist with audits and financial reviews by maintaining detailed and up-to-date documentation.

Office Operations:

· Manage general office duties including data entry, correspondence, records management, and document preparation.

· Maintain an organized filing system (digital and physical) for all district operations and programs.

· Schedule and document board meetings, prepare agendas and meeting minutes.

· Schedule equipment rentals and be able to visually inspect equipment upon return

Public Relations and Outreach:

· Serve as the first point of contact for the public, providing information about soil and water conservation programs.

· Develop and distribute outreach materials (flyers, newsletters, social media posts).

· Plan and coordinate educational events, workshops, banquets and public meetings.

Collaboration:

· Work closely with Natural Resources Conservation Service (NRCS), state agencies, and other local partners.

· Provide administrative support to conservation technicians and field staff.

Other Duties as assigned by the Bradley County Soil and Water Conservation Board of Supervisors

Qualifications:

Experience: Minimum 1 years of experience in program administration, office management, or similar roles. Experience with conservation programs is a plus.

Education: Minimum of a High School Diploma. Associates Degree or Bachelors Degree preferred

Skills:

· Proficient in Microsoft Office Suite and financial tracking software

· Strong written and verbal communication skills

· Detail-oriented and capable of managing multiple tasks simultaneously

· Ability to interpret and apply technical regulations and guidelines

· Strong interpersonal skills and public service orientation

Special Requirements:

· Must be able to pass a federal background Check

· Must have a valid drivers license

Working Conditions:

· Office environment with occasional travel to local project sites and meetings.

· May require some evening or weekend hours for public events or board meetings.

Job Type: Full-time

Pay: $35,688.00 per year
