What are Trust Fund Positions?
Trust Fund positions are unique to the Smithsonian. They are paid for from a variety of sources, including the Smithsonian endowment, revenue from our business activities, donations, grants and contracts. Trust employees are not part of the civil service, nor does trust fund employment lead to Federal status. The salary ranges for trust positions are generally the same as for federal positions and in many cases trust and federal employees work side by side. OVERVIEW

The National Museum of African American History and Culture is a national museum for the study and exhibition of African American history and culture.
The National Museum of African American History and Culture is seeking to fill the position of Administrative Program Specialist (Personnel) to perform the full range of staffing and placement actions covering all elements and occupations of the Museum.

DUTIES AND RESPONSIBILITIES

Provides advice, guidance and training covering the full range of recruitment and selection processes.

Works collaboratively with managers and supervisors to develop job analyses, rating plans and avenues of recruitment.

Uses an automated staffing system to create job announcements (both Delegated Examining and Merit Promotion), issue certificates and provide updates to applicants.

Reviews applications to determine applicant qualifications, adjudicate veterans’ preference and develops certificates of eligibles.

Confirms selections, sends job offers and initiates background checks.

Maintains recruitment documents and case files.

QUALIFICATION REQUIREMENTS

Experience: To qualify for this position, applicants must possess related experience conducting recruitment and placement procedures for a variety of positions. This experience should include:
Interpreting and applying Human Resources policies and procedures to provide technical guidance on a wide range of recruitment, placement and personnel actions.

Developing recruitment documents such as job analyses, rating plans, vacancy announcements.

Completing personnel actions processing and documentation.

Using an automated staffing system to build vacancy announcements.

Determining application qualifications and issuing referrals to managers.

Adjudicating veterans’ preference.

This position requires a current DEU certification. The DEU certificate must be submitted at the time of application. DEU certification must be maintained to remain qualified for the position.
