POSITION SUMMARY:

Highly responsible administrative work performing tasks essential to processing and tracking payments from all Facilities capital projects and operations budget work efforts. Work includes editing and validation payment vouchers, editing, reviewing and auditing bills/invoices and communicating effectively with County agencies and vendors.

CLASS DESCRIPTION:

Performs advanced technical level administrative support work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work typically involves administrative support, technical tasks and secretarial work assisting legal staff or an executive level government official. Applies bookkeeping, accounting and data processing principles to accounting and financial record keeping and reporting systems at the advanced technical level. Work at this level may also include independent responsibility for a significant administrative or clerical process.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following. Other related duties may be assigned.

Works and cooperates with co-workers and supervisors at all levels.
Learns and performs all essential job functions accurately.
Serves as a point of contact between the Bureau of Facilities and County Agencies, including Purchasing, Finance, DTCS and Office of Procurement.
Processes payments in SAP via Direct Pay and against Purchase Orders.
Processes necessary purchase order requests for the operating and capital budgets through the SAP financial system.
Reviews, reconciles and processes all monthly Procurement Card statements and logs provided by the card user.
Maintains various files for Facilities in RIM.
Responds to inquiries from vendors and County agencies.
Reviews open invoices over 30 days old.
Reviews monthly statements from vendors and verifies past due items.
Assists in training of new staff and providing assisting to other divisions.
Assists in the processing of financial reports.
Processes BGE, WGES, water and sewer, and tax bills.
Preparation of Journal Vouchers and Budget Transfers for the approval of the Fiscal Manager.

MINIMUM REQUIRED EDUCATION/EXPERIENCE

Associate’s Degree and two (2) years of related experience or equivalent combination of education and experience.

LANGUAGE SKILLS, MATHEMATICAL SKILLS, AND REASONING ABILITY:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively with vendors/customers or employees of the County on the phone or in person.

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
