Job Summary

*** Telework (Within Minnesota or neighboring states only; telework is not allowed in other states) and flexible hours options are available. This position serves as the coordinator for the finance, budget, and accountability of the modernization of Social Services Information System (SSIS) from a Statewide Automated Child Welfare Information System (SACWIS) to a Comprehensive Child Welfare Information System (CCWIS) in accordance with federal rules.

The incumbent will be responsible for providing expertise and direction in the design, implementation and maintenance of a CCWIS, leading financial work direction, including required contracts, state plan amendments, legislation, legal analysis, and financial business needs analysis. They will be responsible for ensuring system compliance with federal policy and systems requirements for a CCWIS and advise management concerning recommended policy changes and situations requiring immediate attention.

Responsibilities include:

Coordinate and provide leadership and technical expertise to fulfill fiscal requirements that demonstrate accountability of the CCWIS modernization work of the SSIS section, the MNIT partners, local social service agencies, vendors, and other partners.
Manage budgets and contracts regarding and adjacent to CCWIS modernization activities.
Coordinate and provide leadership to maximize federal reimbursements to the State and the local social service agencies.
Advocate for the financial goals of CCWIS in Minnesota by ensuring program planning, operations, and decision-making are carried out in collaboration with the SSIS Manager, CCWIS Modernization Supervisor, Business Operations Supervisor, and MNIT, achieving maximum effectiveness, efficiency, and economical outcomes.

Qualifications

Minimum Qualifications

Three (3) years of specialized professional experience in budgeting, fiscal administration, financial planning, or cost allocation. Experience must include:

Demonstrated experience managing large-scale projects, overseeing contracts, and coordinating inter-agency agreements with multiple stakeholders.
Proven ability to develop and implement financial tracking systems for monitoring resource allocation, cost reporting, and compliance.
Excellent communication and relationship management skills to collaborate with counties, tribes, federal agencies, vendors, and other stakeholders on financial modernization efforts.
Preferred Qualifications
High-level experience and strong understanding of state and federal funding such as fiscal reconciliation, claims processing, reimbursement structures, and funding streams used by counties, tribes, and local agencies for social service programs.
Experience in legislative budget analysis, federal financial participation (FFP), and cost allocation reporting.
Familiarity with Agile and Product management frameworks in service delivery.
Proficiency in financial data tracking, transparency reporting, and reimbursement processes.
Extensive knowledge of federal CCWIS regulations and child welfare policies, ensuring system compliance and strategic fiscal oversight.
Variety of experiences working effectively with others from different backgrounds and cultures.
