Under the direction of the Chief of Police and Assistant Chief of Police, provides routine to highly complex administrative and clerical support to the Police Department. Employees in this class have broad knowledge of all department functions, some specialized knowledge of an extensive body of rules, procedures and operations, and are capable of assisting in all facets of police administration. Position exercises considerable discretion to the sensitive and confidential nature of information processed at this level.

Examples of Essential Functions

Performs as liaison in normal day to day operations between rank and file personnel, and between constituencies. Uses moderate to higher level of judgment and discretion requiring interpretation of available options to apply to non-standard situations.
Performs routine to highly complex administrative and clerical support duties for the Chiefs of Police, Command Staff and other divisions within the department. Assists in creation and maintenance of filing systems for all records, documentation, contracts, and related material processed by the department.

Acts as gatekeeper for the Chief and Assistant Chief by personally handling problems, questions and complaints from employees or citizens of a less technical nature.
Provides support to the department by handling correspondence, distributing mail, writing memos and letters, making copies, minutes of meetings, and managing the flow of information for the department.
Oversees purchasing and accounts payable tasks for the department to include processing of all invoices, requesting purchase orders as needed for uniforms and/or supplies, monitoring department account balances, and tracking all payments sent over to the Finance Department.
Creates and maintains Selective Traffic Enforcement Program (S.T.E.P.) records, including the Monthly Activity Report.
Collects and assembles timesheets for all Police divisions and delivers to Payroll by the required deadline and is responsible for picking up pay checks and disbursing them to department personnel.
Tracks and distributes all police department personnel’s Annual Evaluations to the appropriate supervisor and forwards all completed evaluations to Human Resources.
Updates departmental policies and procedures, ensuring standard operating procedures for all divisions are distributed to employees and divisions.
Coordinates the Annual Awards Banquet to include the venue responsibilities and compiling the list of annual awards ordering/creating the plaques and certificates for each employee.
Maintains a current data base of vehicle assignments to include ordering/de-activating toll tags as needed as well as being the liaison for the Purchasing Department to complete the Police Fleet Toll Tag Audit required by the North Texas Toll Authority (NTTA) annually.
Serves as the liaison with the Payroll Clerk for all insurance claims resulting from police fleet accidents and property damage involving any police personnel.
Monitors police administrative Records Retention and destruction.
Required to report for work punctually, work all scheduled hours, and any required overtime as deemed necessary. Must maintain a physical condition and standards necessary for the proper performance of duties, with or without accommodation.
Organizes and coordinates the preparation of various brochures, annual reports and handbooks as directed.
Processes all registration paperwork for training classes/seminars for police personnel. Responsible for making all travel arrangements for police personnel attending training and/or conferences to include per diem calculations and preparing any related check requests.

MARGINAL FUNCTIONS

Retrieves, processes, and distributes department mail and facsimiles.
Functions in a relief capacity for other clerical department positions as needed.
Performs related work as directed.

Education and Experience

A. Training and Experience:
High school diploma or GED; supplemented by vocational/technical training in advanced administrative support functions; supplemented by three (3) years progressively responsible administrative/clerical support experience; or and equivalent combination of education, training, and experience.

B. Knowledge, Skills, and Abilities:
Thorough knowledge of modern office support functions.
Thorough knowledge of report and record maintenance principles and techniques.
Thorough knowledge of alphabetic and numeric filing principles and methods.
Considerable knowledge of business English, the application of such to a variety of formats and styles, and editing principles and techniques.
Considerable knowledge of various modern computer applications, i.e., word processors, spreadsheet programs, databases.
Skill in both written and oral communications for effective expression and clarity.
Ability to utilize a variety of modern office equipment, i.e., computers, facsimile machines, copiers.
Ability to exercise judgment and make decisions in accordance with established departmental policies and procedures.
Ability to establish and maintain working relationships with supervisor, support staff and other departments with whom the position interacts.
Ability regarding confidentiality, sensitive information etc.
Ability to review essential functions for efficient results and accuracy.
Ability to exercise discretion in matters of a sensitive and confidential nature.
Ability to add, subtract, multiply, and divide; calculate decimals and percentages.

C. Physical Requirements:
Tasks are essentially sedentary, with occasional walking, bending, light lifting, or other restricted physical activities.
Tasks involve some physical effort, i.e., some standing and walking, or frequent light lifting (5-10 pounds); or minimal dexterity in the use of fingers, limbs, or body in the operation of shop or office equipment; may involve extended periods of time at a keyboard or work station.
Tasks involve frequent walking, standing; some lifting and carrying of moderate weight (12-20 pounds); and/or the operation of vehicles, office, shop, or hand tools in which manipulative skills/hand-eye coordination are important ingredients of safe and/or productive operations.

D. Environmental Requirements:
Tasks are routinely performed without exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes) and exposure to extreme heat/cold or extreme weather conditions.

E. Sensory Requirements:
Tasks require sound and visual perception and discrimination.
Tasks require oral communications ability.

F. HIPAA Compliance Statement:
All employees who have access to health information whose confidentiality is protected by the HIPAA Privacy Rule must have an understanding and knowledge of the Privacy Rule that corresponds to their job responsibilities. Employees who violate the requirements of the HIPAA Privacy Rule will be subject to discipline, up to and including termination.

FULL TIME EMPLOYEES ARE ELIGIBLE FOR THE FOLLOWING:

Merit Increases/Pay for Performance
Non Sworn civilian employees are eligible for a 4% merit increase annually and after reaching the max of the pay scale, are eligible to receive a 4% lump sum each year on their anniversary date.

Sworn officers are eligible for a 5% increase annually and after reaching the max of the pay scale, are eligible to receive a 5% lump sum each year on their anniversary date.

Health, Dental and Vision Insurance
Medical, Dental and Vision is available for purchase for full time employees. Coverage goes into effect on the 31st day.

Life and AD&D Insurance Coverage
Basic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $50,000 for each benefit. Additional Life and AD&D may be purchased up to 2 x annual pay.

Sick Leave
Employees earn 80 hours of sick leave per year. There is no maximum accruals for sick leave.

Retirement
Texas Municipal Retirement System (TMRS)-2:1 match.
A required 7% of gross earnings are deducted each pay period and deposited into the member’s account. Upon retirement, the City will deposit it’s portion of the matching funds at 14%.

The City also participates in Social Security.

Deferred Compensation
The City of Rockwall offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account.

Longevity
After completing one year of continuous service, employees will receive $5/month for Longevity Pay. This benefit is usually paid out each December.

Supplemental Benefits
The City of Rockwall also offers optional programs that include Short and Long Term Disability through AFLAC.

Flexible Spending Accounts
Participation in Flexible Spending Accounts through pre-tax payroll deduction for Health and Dependent Care expenses is also available for full time employees.

Wellness Program
The City of Rockwall administers a wellness program for full-time employees which provides an incentive for obtaining a wellness exam each year. Wellness exams are paid at 100% by the City.

Workers Compensation
All employees are covered by workers compensation for injuries sustained in the line of duty.

Bilingual Certification Pay
Eligible for up to $600 annually for bi-lingual pay

Education Pay
Some positions are eligible for Education Pay up to $900 annually

Associates – $800/yr
Bachelors – $1,400/yr
Masters – $2,000/yr
Education Pay must be approved by the department director and annual budget.

Certification Pay
1st Certification – $300/yr
2nd Certification – $600/yr
3rd Certification – $900/yr
