Description and Functions
GENERAL DESCRIPTION:
This is a full-time administrative position providing support for the Air Quality Division. Under the direction of the Air Quality Division Administrator, perform executive-level administrative duties in a fast-paced, solution-driven, and team-oriented environment. This includes supporting and assisting Division operations by working with an electronic air quality data management system; reviewing, processing, and distributing time-sensitive documents; and performing other specialized tasks. This front-line position is critical in day-to-day Division operations.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
Performs, leads, or supervises a wide variety of moderate to complex Division operational administrative support duties requiring considerable independent judgment
Timely review, process, and distribute sensitive documents for permit and enforcement actions, air quality primacy program activities such as rulemaking and state plan submittals
Perform specialized tasks, coordinate general office functions, and ensure related processes are appropriately managed and in accordance with established procedures, including administrative, procurement, travel arrangements, information systems, fiscal transaction duties, and staff training
Research and troubleshoot office systems or procedures for efficiency and accurac, and make recommendations for improvement
Independently applies knowledge of Division administrative requirements and assists the Division in carrying out the Department and Division goals and objectives
Utilize Division business processes to track and evaluate information, process and maintain electronic and hard-copy records, and provide assistance in support of the Records and Data Manager
Provide customer service to internal and external customers and act as a resource
Provide telephone coverage to address calls from industry and the general public
Help plan, coordinate, and schedule meetings, including virtual meetings and conference calls, meeting room reservations and arrangements, court reporter scheduling, follow-up, and public noticing
Work collaboratively and share responsibilities in a team environment with co-workers
Capable of working in a high-volume and time-sensitive atmosphere
Qualifications
PREFERENCES:
Preference will be given to applicants with regulatory agency experience and familiarity with electronic workflows, strong customer service, detail-oriented, ability to multitask, organized, able to prioritize, with good oral and written communication skills, and able to work independently and maintain confidentiality
KNOWLEDGE:
Strong organizational and time management skills to manage multiple time-sensitive, complex projects and systems at a high level of detail
Strong skills in Microsoft Word, Access, and Excel; Google (Gmail, Docs, Sheets, Forms, Drive); Adobe; and SharePoint
Ability to prioritize multiple and diverse projects, responsibilities, and deadlines with minimal supervision
Ability to learn, develop, and apply detailed procedures related to highly regulated programs and processes
Strong communication skills with an emphasis on providing a high level of customer Service
Ability to work collaboratively with coworkers in a team environment to address new and changing organizational demands and provide support for absences, vacancies, and workload
Ability to provide assistance in support of Records & Data Manager, including records preparation, processing, filing, archiving, public record requests, etc.
Ability to train staff on Division and Department office procedures and systems
Ability to review the written work of others for clarity and completeness
Ability to learn and apply Division and Department procurement methods and procedures
Knowledge of word processing, presentation, database, and spreadsheet software to be able to manipulate and create documents, tables, mailings, and reports
Knowledge of administrative, clerical, and filing procedures
Knowledge in the preparation of complex documents
Knowledge of project management
MINIMUM QUALIFICATIONS:
Education:
Associate’s Degree (typically in Business)
Experience:
0-2 years of progressive work experience (typically in Business Office Communications) with acquired knowledge at the level of an Office Support Specialist I
OR
Education & Experience Substitution:
2-4 years of progressive work experience (typically in Business Office Communications) with acquired knowledge at the level of an Office Support Specialist I

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
Special physical demands are not required to perform the work.
