Job Duties

The Virginia Department of Health’s Division of Surveillance and Investigation is seeking an Epidemiology and Laboratory Capacity (ELC) Grant Administrator. This is a full time, classified position. The ELC Program addresses emerging infectious disease threats and is one of the Centers for Disease Control andPrevention’s (CDC) key national cooperative agreements for supporting state epidemiology, laboratory and health information systems capacity to address infectious diseases.

In addition, the ELC Program supports a range of specific infectious activities (e.g., diseases from foodborne, respiratory and vector borne disciplines and healthcare associated infections).

The ELC Core Cooperative Agreement currently covers more than 15 specific categorical disease areas, approximately 28 discrete projects, and receives funding from a variety of programs  Virginia, the ELC program has 13 specific core projects with associated deliverables and budgets. Additionally, Virginia has received in excess of $1 billion dollars in ELC COVID-19 funding for pandemic response with over 30 different awards, funding response efforts in VDHs central office, regional teams and health districts.

The ELC Grant Administrator is responsible for coordinating grant applications and reports, monitoring program budgets, and ensuring that projects meet contractual objectives. The ELC Grant Administrator coordinates regular meetings of the ELC Governance Team and receives technical guidance from the ELC Project Director as well as the ELC Governance Team. This position also serves as a daily point of contact with CDC ELC representation, including the ELC Project Officer and Grant Management Specialist.

Finally, the ELC Grant Administrator will work closely with the VDH’s Population Health Operations group within the Administration Offices to include fiscal, budget, and contract support.

Minimum Qualifications

Experience in program planning, implementation and evaluation
Experience in managing grants and budgets, writing reports, program plans and grants.
Strong written and oralcommunication skills

Experience workingcollaboratively withdiversegroups with multiple activities, timelines, and deadlines

Ability toeffectively present information; interpret/implement data collection and reporting requirements.
Knowledge of data analysis, data flow diagrams, andquality controlmethods.

Additional Considerations

Extensive knowledge via degree in Business Administration, Health Administration or Public Health
Experience using grants.gov, Grant Solutions or ELC REDCap/Camp.

Experience workingon the ELC grant within a state or local health department.
