Description
The Division of Surplus Properties (DSP) administers both state and federal surplus programs for the Commonwealth through the acquisition and redistribution of excess personal property in the most cost-efficient manner, and in the best interest of the people of the Commonwealth.
The Administrative Specialist Senior plays a dynamic role that provides real opportunities for professional growth in a fast paced and exciting environment. Holders of this position are responsible for maximizing DSP operations through the administration of tasks associated with the acquisition, warehousing, reallocation, and sales of surplus personal properties.

Responsibilities include, but are not limited to, the following:
Ensure all property is cataloged and received into Surplus Property Management System (SPMS) program and accurate records are filed daily.
Provides customer service and sales assistance via email, phone, and interpersonal contact.
Interpret and explains KRS/KAR, office and program policy to the general public, courts, attorneys, state and federal officials or public organizations to resolve complex issues resulting from same.
Responsible for creating distribution and receiving documents.
Performs tasks associated with maintaining the TSA surrendered assets program.
Assists in the review, testing and implementation of IT resources and solutions.

Ability to prioritize and meet performance goals.
Ability to take initiative and ownership of tasks.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor’s degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional, administrative, or business experience.
Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Incumbents working in this job title primarily perform duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
