Role Purpose:
The Lead, Government Liaison is responsible for managing Setel's relationships and engagements with federal and state ministries, government agencies, and public sector stakeholders relevant to the company's fuel and non-fuel businesses. The role serves as Setel's primary government relations focal point, translating policy developments into business implications, coordinating government engagements and submissions, and supporting the resolution of issues requiring government alignment or intervention.
In this role you will:
- Manage relationships with relevant federal and state ministries and agencies, including KPDN, MOF and MOT, as well as other government bodies whose mandates impact Setel's business verticals.
- Serve as the primary point of contact and government relations officer for all ministerial and agency engagements, coordinating correspondence, submissions, follow-ups, and ensuring consistent representation of Setel's position.
- Monitor government policies, subsidy frameworks, and legislative developments, e.g. fuel pricing and targeted subsidy mechanisms, and translate their implications into clear and actionable briefs for internal stakeholders.
- Coordinate and manage the company's responses to ministerial requests, consultations, and information requirements, ensuring submissions are accurate, timely, and aligned with Setel's position.
- Prepare leadership for ministerial meetings, dialogues, site visits, and official engagements, including briefing materials, engagement planning, and protocol coordination.
- Facilitate the resolution of operational or business issues requiring government intervention, clarification, or approval to support timely execution of business activities and field execution.
- Maintain and track internal records of government engagements, commitments, undertakings, and follow-up actions to ensure accountability and closure.
- Liaise with PDB and the broader PETRONAS Group where required, coordinating government-related responses and positions to ensure alignment across the wider ecosystem.
You're a great fit if you have:
- Bachelor's degree in Public Policy, Political Science, Law, Business Administration, Economics, Communications, or a related discipline.
- Minimum 8–12 years of relevant experience in government relations, public affairs, policy, stakeholder management, corporate affairs, or related functions.
- Experience engaging with federal and state ministries, government agencies, regulators, or public sector stakeholders in Malaysia.
- Experience managing government engagements, policy-related matters, consultations, submissions, or institutional stakeholder relationships.
- Experience in regulated, policy-sensitive, or government-linked industries (e.g. energy, mobility, telecommunications, financial services, infrastructure, or GLC environments) would be an advantage.
Technical/Functional :
- Strong understanding of Malaysia's government structure, public policy development, and stakeholder landscape.
- Ability to analyse policy developments and assess business implications.
- Strong stakeholder management and relationship-building skills with government and public sector stakeholders.
- Experience coordinating cross-functional inputs and managing formal submissions or engagements.
