The Mission of the Department of Public Instruction:
The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state’s public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

The North Carolina Department of Public Instructionis seeking applicants for a Nutrition Compliance Specialist (Working Title: Compliance Specialist) for our Office of School Nutrition / Administrative Review Unit.

The Office of School Nutrition is responsible for The primary purpose of this organizational unit is to effectively and efficiently administer the Federally-assisted School Nutrition (SN) Programs including the National School Lunch Program (NSLP), School Breakfast Program (SBP), After School Snack Program (ASSP), Summer Food Service Program (SFSP), Seamless Summer Option (SSO), Special Milk Program (SMP), the Fresh Fruit and Vegetable Program (FFVP) and any other special programs or grant initiatives associated with these programs, in accordance with the State Plan approved by the U.S. Department of Agriculture (USDA).

Collectively, these programs account for approximately $550 million in Federal funds and $400 million in State and local funds and constitute one of the largest Federal education programs administered by the North Carolina Department of Public Instruction (NCDPI).  The unit provides state-wide oversight of these Federally assisted programs in a variety of educational settings, which currently include all 115 Local Education Agencies (LEAs), 2 Federal Schools, 82 Charter Schools, 18 Residential Child Care Institutions, 4 private, non-profit schools and other SFAs, including facilities for physically disabled and behaviorally challenged students. (Note:   The term “School Food Authority” or “SFA” is used in Federal law to describe the educational agencies that participate in the Federally assisted School Nutrition programs.  These educational agencies are also considered to be “SFAs” since their Federal funds “flow through” the State Education Agency.   These education agencies are referred to as “SFAs” throughout this document.)

The Office of School Nutrition (“Office”) directly and indirectly serves over 12,000 School Nutrition employees in the State.  Through an annual contractual agreement with the USDA, the Office is required to continuously monitor, evaluate and document SFAs’ compliance with Federal and State regulations, including the allowable use of Federal funds. The Office monitors SFAs through comprehensive administrative, program and financial audits, compliance reviews, and program assessments, where indicated.  To support the overall administrative and operational success and program integrity of local School Nutrition programs and personnel, the Office provides routine policy direction, guidance, technical assistance, one-to-one consultation, and local, regional and state-wide continuing education.  The Office also works with SFAs to enable them to achieve their individual program goals and objectives.  The Office has the authority to require corrective action for non-compliance, withhold and reclaim funds as needed, and terminate SFAs from program participation for cause.  The Office must coordinate and co…
