ABOUT THIS POSITION

The Planning & Development Department (PDD) guides the physical development of the city by preserving our historic sites, planning what can be built where, and ensuring safe construction of buildings and infrastructure. A host of advisory and governing bodies of residents as well as elected officials provide oversight as the city grows and needs arise. The process is governed through development and enforcement of city codes and ordinances.

Planning and Development is seeking an Administrative Assistant II (AA II) join the Business and Strategy (B&S) Division. The Administrative Assistant II provides administrative support for multiple PDD programs. The position reports to a Management Assistant II in the Business & Strategy Division and supervises staff as assigned.

On-Call Plan Review and Inspections Contract Management: The Administrative Assistant II will serve as the primary liaison to the Streets contract management and to vendor representatives. PDD continues to utilize on-call contracts to manage unanticipated fluctuations in development activity. These contracts are procured through the Street Transportation Department but are managed by PDD. The position works closely with PDD hiring supervisors that utilize on call services to ensure compliance with contracts. The AA II works in collaboration with the PDD Budget staff to develop and maintain tracking and forecasting methods/tools and to prepare regular reports for On-Call contract activities/expenses. This position oversees the review and payments (also in collaboration with PDD Budget staff) of On-Call invoices, ensuring that invoices receive appropriate approvals, and that invoiced time reconciles with time in PDD business applications.

Telecom: The Administrative Assistant II will be the PDD Telecom lead and liaison to the Information Technology Services Department. The incumbent will be responsible for managing and maintaining telecom records for department, including equipment and account inventories (desk and cell phones, jabber accounts, etc.). This includes processing telecom requests, ordering of telecom equipment, and handling all telecom activities relating to new hires, staff relocations and reconfigurations. This position is also the primary liaison to city telecom vendors (i.e. Verizon, T-Mobile, AT&T), and ensures the department’s compliance with city policies, and manages the PDD telecom budget.

Records Counter Management: The Administrative Assistant II will supervise the Administrative Assistant I that serves as the designated Records Control Officer for PDD. The incumbent will be responsible for monitoring workloads, turnaround times, and manages the Records Center budget.

This AA II also serves as back up to the Management Assistant II responsible for coordination of facilities related work with the Public Works Department, furniture contractors, movers, surplus and architects. The AAII position may also be assigned special projects and will also be responsible for various other day-to-day administrative duties in support of the division and department.

Ability to work for a fast-paced large governmental or similar agency providing high level administrative and management support.
Knowledge of the City of Phoenix or municipal government structure and processes.
Advanced computer skills (Microsoft Word, Excel, PowerPoint, etc.).
Strong business written and oral communication skills.
Familiarity with research methods and techniques.
Takes Innovative, is adaptable, and ready to jump in to support the department goals and initiatives.
Exhibits self-motivation, excellent follow through, and problem-solving skills.
Organized, professional, reliable, and possess strong attention to detail.
SALARY

Pay Range: $63,044.80 to $107,806.40 annually.

Hiring Range: $63,044.80 to $97,780.80 annually..

MINIMUM QUALIFICATIONS
Bachelor’s degree in public or business administration or a related field.
Three years of professional experience in public administration or governmental research or finance.
Other combinations of education and experience that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

Two or more years of supervisory experience.
Experience working with KIVA, SHAPE PHX, and ONBASE.
Experience providing customer service in person, over the phone, and via email.
Experience using Excel to prepare financial reports.
Experience processing Telecom Request (TSR’s).
Experience managing Division budgets.
Experience researching public records request.
Experience reconciling invoices.
Contract monitoring and management experience.
eProcurement and SAP/VIM experience.
Government records retention experience.
Facilities management experience.
