WHO WE ARE LOOKING FOR
DHCA is seeking a skilled professional to provide program expertise and perform analytical work for the Licensing and Registration unit. This role focuses on key areas including rental housing licensing, Class 3 accessory apartments, common ownership communities’ registration, multifamily properties, short-term rentals, billing, and administration.
This position may be underfilled as a Public Administration Associate (Download PDF reader), Grade 16. Once the employee is at full performance and meets the minimum requirements of the Proficiency Advancement process, they are eligible for the non-competitive promotion to the Program Specialist II (Download PDF reader), Grade 21.
What You’ll Be Doing
This position involves program expertise for the rental housing licensing and registration process, including billing, payments, fees, and refunds, in compliance with Montgomery County financial policies. Responsibilities include developing procedures to improve the efficiency of rental licensing and registration, conducting outreach to ensure unlicensed properties comply with county codes, and serving as a liaison between DHCA and other government agencies. Additional duties include maintaining records for short-term rental licenses, reviewing rental license applications, tracking common ownership community registrations, issuing violation notices, and reporting on rental housing issues. The role may also require attending meetings and performing tasks outside of regular office hours as necessary.
Key Responsibilities:
Process rental housing licensing and registration billing, payments, fees, and refunds.
Administer and manage financial transactions in compliance with Montgomery County Financial Policies.
Analyze and develop productivity procedures to improve rental licensing and common ownership community (COC) registration processes, including tracking, trending, and outreach strategies for accessory apartments, multifamily, single-family, condominium, and short-term rentals.
Conduct community outreach to identify and follow up on unlicensed rental properties to ensure compliance with Montgomery County Code.
Serve as a liaison between DHCA’s Licensing and Code Enforcement units, the Department of Permitting Services’ Division of Zoning and Code Compliance, the Office of the County Attorney, and other government agencies to ensure adherence to housing code laws.
Maintain records for short-term rental licenses, inspections, approvals/denials, and reports on the DHCA website.
Review, analyze, and process other rental license applications as assigned.
Track and compile common ownership community registrations.
Ensure compliance with Montgomery County Code Chapter 29 for rental housing licensing and Chapter 54 for transient lodging facilities
Issue violation notices and civil citations for unlicensed rental properties as required.
Track, analyze, and report rental housing issues and concerns, working independently or with team members to resolve complaints or problems.
This position may require attendance at meetings or off-site work, including after hours, as needed
This position requires the ability to attend meetings or perform work at locations outside the office.
Minimum Qualifications
If filled at Public Administration Associate, Grade 16
Experience: None
If filled at Program Specialist II, Grade 21
Experience: Two (2) years of professional experience in a program related to housing, licensing/registration, financial management, or related fields.
For BOTH levels:
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview Preferences
All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified,” placed on the Referred List, and may be considered for an interview. Employees meeting minimum qualifications who are the same grade or higher will be placed on the Referred List as a “Transfer” candidate and may be considered for an interview.
Preference for interviews will be given to applicants with experience in the following:
Experience in a licensing application program and compliance process.
Experience in applying County, State, and Federal regulations to a licensing process, ideally relating to Rental
Housing Licensing, Common Ownership Community Registration, and Landlord-Tenant Relations, including but not limited to rental properties, lead poisoning compliance, ownership criteria, and civil penalties.
Experience using automated systems (i.e., Internet, Microsoft Excel, Access, etc.) and tools to enter data, access records, analyze, and run queries and reports on information and data.
Experience using Oracle systems, or equivalent, to run financial reports and enter data, billing information, payments, and refunds.
Experience in preparing statistics and performance measures and goals and conducting analysis of rental housing, accessory apartments, common ownership community, and the short-term rental housing functions and program implementation.
