The Behavioral Healthcare Division (BHD) of the Arlington Department of Human Services (DHS) seeks a driven Administrative Officer (AO) with strong business acumen to provide strategic, operational, and administrative leadership and guidance to the overall DHS budget, financial management, and administrative functions.

BHD provides a continuum of mental health, substance use disorder and crisis behavioral health services as well as local probation services in the Arlington community. The Division comprises over 20 separate lines of business, 218 FTEs, and a $42 million budget (FY26). The AO will provide direct supervision of four positions including a Management and Budget Specialist; Administrative Specialist; Senior Management Analyst; and Budget and Finance Specialist while providing indirect supervision to a team including a Management Specialist, Customer Service Specialist, and an Administrative Technician.

Areas of responsibility within BHD include:

Budget development, management, and financial analysis
Compliance and regulatory management
Grants management
Technology requirements oversight of assigned programs
Building operations and safety
Management of customer service/front desk operations

The ideal candidate for this position will be an experienced financial management professional and a skilled systems thinker, capable of offering innovative ideas, developing in-depth financial and programmatic analysis, and serving as a special project coordinator for recurring and one-time initiatives. This candidate should thrive in a fast-paced office/outpatient services setting with competing demands, fixed deadlines and a broad scope of responsibility. Initiative, innovation, accuracy, accountability, flexibility and interpersonal effectiveness are critical attributes as is a commitment to public service, agency mission, and advancement of racial and social equity.

Specific Duties include:

Overseeing all Divisional budget, fiscal, grant, procurement and contract management responsibilities in compliance with policy and all local, state and federal regulatory requirements;
Performing the full range of supervisory duties through direct or indirect supervision including hires, assigns work, trains new employees, provides performance feedback and subject matter expertise to staff while leading and mentoring staff;
Creating and implementing policies, procedures, and workflows for Division operations consistent with program regulatory and local, state, and federal compliance requirements;
Developing innovative strategies for continuous quality improvement, training, and technical assistance to achieve goals of the Division;
Overseeing the day-to-day operations for administrative support and customer services for the Division;
Processing and maintaining records; managing vehicle fleet; analyzing space needs, coordinating facilities needs and repairs with the DHS-wide facilities management unit;
Producing reports and recommendations including Board reports and inquiry responses;
Keeping abreast of Federal, State, and local regulatory changes, evaluating their impact on programs, procedures, and funding;
Serving as part of the senior management team for the division: and
Representing the Division to professional associations, foundations, local, regional, or state groups, and/or citizen commissions and provides information and data from the division perspective on inter-agency programs.

Minimum qualifications:

Bachelor’s degree in Finance, Public/Business Administration, Accounting or a related field; and
Significant and progressively responsible program administration and or management which has included responsibility for budget development and analysis, fiscal tracking and or reconciliation of accounts as well as responsibility for at least one other administrative function such as human resources, procurement, management analysis, program planning, performance measurement and/or grants management.

Substitution: Additional qualifying related experience may be substituted for the minimum education requirement on a year-for-year basis.

Desirables: Preference may be given to candidates with experience in one or more of the following:

Proven experience in public sector budget and finance, performance measurement, information technology, human resources management and government procurement;
Local government program experience which has involved the use of and accountability for State and Federal funds; and/or
Master’s degree in Business Administration.

Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator’s license from the applicant’s place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide, a copy of the applicant’s official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant’s driving record.

A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information..

Must complete pre-hire federal background check and State of Virginia Central Registry check.

Additional Information:

Work Hours: Monday-Friday however some evenings, weekends and/or holiday hours may be required in response to business needs.

This is not full-time remote/telework opportunity.

Up to 3 days of telework is available with prior approval by the Supervisor.

You cannot concurrently receive behavioral health services from Arlington County Community Service Board (CSB) programs while employed in an Arlington County CSB program (exception Crisis Intervention services).
At least 24 months must have passed between receipt of CSB services from Arlington County and employment in an Arlington County CSB program.
