The City of Bartow is looking for an Administrative Assistant for our Police Department Code Enforcement Division. This is a full-time nonexempt position starting at $20.047 an hour. This is an advanced dual-role clerical and secretarial assistant that reports to the Code Enforcement Manager. Conducts research on properties related to code violations. Responsible for tracking, care, and issuance of department equipment and for ensuring its operational readiness. Maintains supplies needed for daily and special operation of the Police Department. Responsible for setting hearings and maintaining case docket for City’s Special Magistrate. Performs a variety of secretarial and clerical functions for Department staff and management personnel and other related duties as assigned.

Essential Duties and Responsibilities:
Performs duties of a staff assistant nature and participates directly in the work of the individual(s) supported. Secures details of specialized information, coordinating office work and providing information regarding the services and operation of the department. Functions as office receptionist.
Prepares reports and statistical data independently. Maintains a broad working knowledge of rules, regulations and procedures of the department.
Takes notes and minutes of conferences, meetings and functions as required.
Prepares forms and composes letters. Sets up and maintains specialized office files. Files letters, reports and related technical information in the prescribed manner. Assembles information for others use. Opens prioritizes and processes mail.
Types, using PC-based word processing software and processes letters, forms, reports, schedules, manuals, booklets, requisitions, purchase orders and related paperwork. Types information or enters data into computer containing technical terminology. Retrieves data for reports.
Performs research and retrieval of records. Conducts statistical comparisons of information. Assists in the preparation and maintenance of department records. Maintains office supplies.
Conducts research on legal ownership and legal description of properties.
Prepares forms for ownership search and filing.
Answers, screens, directs or refers incoming calls, mail and visitors.
Conducts research on unclaimed or undeliverable mail using records from the tax collector, property appraiser, index, abstract, probate or other sources.
Conducts research on liens, mortgages and deeds for problem properties.
Verifies property ownership for routine violations.
Sets hearings before the City’s Special Magistrate for both code enforcement and red-light camera violations / appeals.
Maintains case files for cases on the City’s Special Magistrate docket.
Compares bids; orders, receives, maintains, and stocks inventory.
Issues, exchanges, and repairs supplies and equipment; processes returns; tracks inventory.
Creates, files, and maintains documentation of all personnel, purchase orders, spending, equipment, and inventory reports and records.
Schedules and completes uniform fittings.
Creates and receives purchase orders; enters purchase order information into computer system; picks-up invoices; ships and receives deliveries; processes payments.

Knowledge of business English, spelling and punctuation, to prepare documents and compose letters, etc.

Knowledge of real estate terminology, legal procedures and property descriptions.
Knowledge of Inventory control methods, procedures, and practices.
Knowledge of police equipment and supplies.
Ability to climb warehouse ladders and possess good manual dexterity.
Knowledge of a variety of computer software, including word processing and spreadsheet applications.
Knowledge of basic accounting or business practices and methods.
Skill in typing and word-processing.
Skill in operating a variety of office equipment, including personal computers, telephones, calculators, computer terminals, and typewriters.
Skill in preparing and maintaining accurate records, reports, and files.
Skill in researching a variety of public records using local, state and federal resources.
Skill in handling and prioritizing multiple projects.
Skill in coordinating calendars, appointments, room assignments, etc.
Skill in understanding and following oral and written directions.
Required Education, Training and Experience:
High school graduation or possession of an acceptable equivalency diploma.
Three (3) years professional work experience involving secretarial/clerical duties.
Demonstrated oral and writing skills.
A minimum of one (1) year in the field of Code Enforcement.
A minimum of one (1) year experience with property auditing and inventory control.
Real estate and/or construction experience preferred.
An equivalent combination of relevant education and experience which provides the necessary knowledge, skills, and abilities and other competencies necessary for the position may be considered.
Licenses, Certifications, Special Requirements:
Must undergo and pass a Florida Department of Law Enforcement (FDLE) Level 2 security screening
This position may be designated as “mission critical” by the City Manager.
