The City of Pasadena is currently seeking an Assistant Administrative Analyst (c) to work in the City Attorney’s/City Prosecutor’s Office. The primary role of this position is to oversee and manage all legal contracts for the Civil Division and their corresponding budgets, process settlement requests, and provide general administrative support for the fiscal administration unit. This includes processing settlement requests, depositing payments, managing contract terms, setting up new contracts and purchase orders, approving invoices, monitoring contract funds, reviewing and maintaining spreadsheets of expenditures, and providing office support withing the Civil Division. This position reports to the department budget analyst and will provide professional administrative, financial, statistical, and other management analyses in support of division and departmental goals and objectives.

IDEAL CANDIDATE
The ideal candidate will be organized, detailed oriented, and have great interpersonal skills. Since this position works closely with attorneys in managing numerous legal contracts, strong communications skills, as well as paying close attention to detail are required. Experience working in a legal office or similar setting working with legal contracts and budgets is ideal for this position.

Essential Functions

The major responsibilities of this position are listed.

Oversees and monitors extensive legal contracts for the department; reviews contract scope of work, accuracy of invoices, and available funds.
Creates new civil contracts and purchase orders in Munis; approves contract expenditures; tracks contract budgets; process settlement requests; provides back-up support for various finance related tasks; and reconciles purchase card statements for department purchasing card holders.
Performs administrative, management, program and other analytical assignments following established procedures and practices and guidance from the department budget analyst; prepares a variety of reports; assists in developing and implementing functional goals and objectives.
Performs analytical and administrative assignments in connection with preparation and management of department or division budgets and/or grant-funded programs; prepares standard revenue and expenditure analyses, staffing analyses and budget status and monitoring reports.
Within specified parameters, conducts research, analyzes data and drafts policy and procedure documents to address identified needs and issues; drafts associated communication materials for review; prepares staff reports and exhibits for the City Council in accordance with established procedures.
Drafts for supervisory review a wide variety of materials on assigned issues, including reports, procedures, manuals, handbooks, newsletters, communication memoranda, proposed Code or ordinance changes and other materials; collects background information, input and feedback and prepares recommendations and a variety of supporting materials.
Compiles materials, research problems and complaints and responds to requests for information; develops and utilizes spreadsheets, databases and other computer applications to assist with assigned studies, projects and reports; provides information to customers on pending projects and requests.

EDUCATION AND EXPERIENCE
Graduation from an accredited four-year college or university with a major in finance, public or business administration or a closely related field
At least one year of professional experience in performing administrative, operations, budgetary, financial and similar analyses; or an equivalent combination of training and experience.
Experience in a public agency is preferred.
SELECTION PROCESS
The selection process may consist of a training and experience evaluation, written test of analytical skills, interview panel and/or department-level interviews.

This position is at-will and considered a Level 4 classification in the Non-Represented Management unit.

Special Requirements

Must possess a valid California Class C driver’s license and comply with the City’s Motor Vehicle Safety Policy during the course of employment.
