*Job Summary:

** Manages subordinate supervisors and staff. Establishes operating procedures, practices and guidelines and communicates them with program or department personnel. Establishes, monitors and controls schedules and project budgets. Plans, organizes and manages work of project managers and support staff. Directs business development andproject managementactivities for a program or department. Directs implementation of tools, systems, and process of program or department.

Responsible for cross-business program needs that may span agency.

Duties:

** The Program Mgr. (Non-IT) 2 position/s are stationed at the General Office (G.O.), and under limited supervision, effectively manages the District 7 Team A of OPD assigned projects and Project Managers. Effectively creates and executes against project timelines based on priorities, resource availability, and other project requirements (i.e., scope, schedule, and budget). Gives direction to Project Managers to keep the program on schedule and budget.

Coordinates with local governments and MPOs. Tracks issues and makes decisions which have an impact on the goals of the OPD office. Compiles and interprets various reports on budgets, scopes and schedules; and resource forecasts. Anticipates, prioritizes, and implements options on completion of tasks to ensure program success. Identifies risks and performs risk analysis on project and program delivery and implements solutions to mitigate risks.

Manages a project delivery team to ensure the most efficient means and methods for delivery are implemented. Evaluates staffing regularly and recommends necessary changes and reassignment to meet changing workload. Makes Progress Reports to office management, or to others, that communicate all essential information. Holds routine team meetings, attends meetings in the Project Managers absence, and attends meetings with Project Mangers.

* Four-year degree and six years related professional experience which consists of four years successfulproject managementexperience in a team setting, with at least two of these four years being successfulproject managementexperience with projects essentially similar to major GDOT projects.

* Three years of experience as team leader.

* An advanced knowledge ofproject managementprinciples and practices.

* Ability to adapt to new andchallengingsituations while continually acquiring knowledge to improve skills

* Ability to guide teams toward successful outcomes and attainment of organizational objectives; is self-motivated and results oriented

* Ability to articulate ideas, thoughts and facts clearly, orally and in writing

* Ability to resolve disputes among others effectively

* Ability to facilitate positive dialogue among others with the goal of resolving differences and reaching compromises

* Ability to identify and analyze various types of problems along with creating workable solutions

* Ability to give presentations and briefings to stakeholders, the media and internal staff

* Requires statewide travel

* Three or more years of transportationproject managementexperience with an emphasis on highways which includes design/build, and previous project engineering/project managementexperience on similar or related project types.
