Under the direct supervision of the Deputy County Clerk, this position is responsible for customer service, processing records, and maintaining records. The County Clerk assigns specific duties including elections, voter registrations, tax rolls, permits, licenses, homestead and safe senior preparation, street file maintenance, records maintenance, election planning, election worker training, and other support tasks in both Election and Clerk divisions.

Assists the public in person and by telephone daily. Receives and processes applications and payments for services such as boat registrations, park permits, and fish and game licenses via the Kansas Department of Wildlife and Parks Automated Licensing System. Prepares Homestead and Safe Senior Tax Returns for qualified individuals per Kansas Department of Revenue guidelines using the KDOR online system. Compiles, verifies, and reviews tax documents, banking, and social security info to complete returns accurately and timely.

Processes, maintains, and archives deeds and court documents as required by law. Updates tax roll changes and adjustments for real estate, personal property, oil and gas, and special assessments through abatements, refunds, and tax transmittals. Records and prepares minutes for County Commission meetings.

Processes all voter registrations in the statewide-centralized database in accordance with federal and state laws to determine eligibility of applicants as qualified electors in Kansas.

Requirements

Minimum Qualifications

High School diploma or equivalent; some college or vocational school preferred.

Experience with general office practices and procedures.

Proficiency in operating a personal computer and Microsoft Office products.

Ability to operate a multi-line phone system.

Strong planning, organization, multi-tasking, and deadline management skills, with attention to detail and accuracy amid interruptions.

Ability to learn and use statewide voter registration systems.

Flexibility to adapt to evolving laws and administrative changes.

Valid Driver’s License and personal transportation.

Experience with cash handling and bookkeeping preferred.

Desired qualities include being self-motivated, able to work independently, multi-task, meet deadlines, and maintain accuracy. Overtime may be required during election cycles, including evenings and weekends. Attendance at training courses or seminars is expected.

Physical Requirements: Medium work exerting 20-50 pounds occasionally, 10-25 pounds frequently, and up to 10 pounds constantly. Must communicate effectively verbally and have manual dexterity to operate equipment.

Certificate Needed: Veterans’ preference applies to qualified military personnel or spouses verified under Kansas law. Successful candidates must pass pre-employment testing and meet licensing requirements. Veterans’ preference does not guarantee employment; selection is based on qualifications.
