Job Summary

The DNR is currently seeking to fill (1) permanent, full-time (100%) Office & Administrative Specialist. This position performs clerical, receptionist, technical, and customer service duties in the administration of department programs and policies so that effective office procedures are carried out, our customers are served in an efficient manner, division resources are managed and protected for the greatest public benefit, and to meet the goals and objectives of the Division of Forestry, the Section of Wildlife, and the Division of Ecological and Water Resources and the DNR as a whole.

Responsibilities include:

Provide clerical support so operation and program activities run efficiently, excellent customer service is maintained, and public needs are addressed.
Serve as initial contact for the public and other state employees. Promptly, professionally, and accurately disperse information and answer general inquiries or guide customers to the appropriate information sources.
Assisting in monitoring budgets, purchasing, processing bills and managing financial records.
Administer personnel and other office records so that materials can be properly reported and referenced for compliance with state personnel policies and procedures.
Initiate, coordinate, and/or oversee the acquired administrative process for permit applications for work in public waters, water appropriations, and violations of public water laws so they are ready for final action by the regional and/or area hydrologist and/or the Central Office administrator.
Administer the Lake Level Minnesota Program for four (4) counties, acquire new gauge readers if necessary and coordinate with volunteers and program staff.
Issue goose shooting permits, enter Wildlife Complaint Inquiry Logs (WCILs), Bear Depredation Reports, and assist with fur registration.
Qualifications
Minimum Qualifications
Knowledge of customer service practices and principles sufficient to represent the department in a courteous, friendly, helpful, and professional manner in person and over the phone.
Knowledge of accounting functions to maintain budgets, pay invoices and track expenses.
Knowledge of Word processing, typing or keyboarding skills sufficient to type narrative and numerical documents efficiently with proper grammar and spelling.
Mathematics skills sufficient to calculate, review, and reconcile data and balance accounts.
Customer service and communication skills to provide information to the public and other employees effectively and courteously in person and by phone calls and email.
File management skills sufficient to ensure document retrieval in an efficient and accurate manner.
Skill in using record keeping systems sufficient to maintain administrative and fiscal data and to prepare reports.
Basic data entry ability and database management/spreadsheet software skills to record budget data and maintain accurate budget records and reports.
Ability to communicate sufficient to clearly understand and be understood in person, in writing, and via phone interactions with customers.
Preferred Qualifications
One (1) year of customer service experience.
One (1) year general office experience performing mail merging, database management, project management, administrator for online database; creating, issuing, and processing permits; creating purchase orders, processing paperwork for items such as fleet, purchasing cards, expense reports; creating and editing reports that included graphs and tables, etc.
Experience using Microsoft Office Suite such as Excel, Word and Access software to compile, manipulate, store and retrieve data.
Experience in accounting, fiscal budgets, or accounting procedures and software.
Experience retrieving, archiving, and converting documents and electronic materials of different formats.
