Summary
Provides receptionist, clerical and administrative duties for the Houston County Personnel Department. Assists in maintaining the daily activities of the Personnel Department by completing various records and reports. Provides assistance to county employees, supervisors and department heads. Completes projects assigned by the Personnel Director, Payroll Specialist, and Personnel Specialist.
Essential Job Functions
A. Provides administrative assistance to Personnel staff.
Communicates with Personnel Board members about various meetings.
Assists with personnel budget preparation as needed
Assists with departmental projects and special assignments such as salary studies, job fairs and training classes.
Manages and directs the walk in traffic for the office.
Purchases Office supplies for the department.
Ensures proper maintenance and repair of copier.
Assists the Personnel Specialist in the monthly health insurance audits, orientation and other assignments.
Assists the Payroll Specialist with any projects or tasks as assigned.
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes and work cooperatively and jointly to provide HR support to all departments.
Assist with maintenance of job descriptions, advertising for positions and other hiring activities as assigned.
Sets up, files, maintains and purges hard copy and electronic personnel files for active and inactive employees. This requires scanning to electronic employees and departmental files and any necessary purging of paper files.
Uses software applications for word processing, spreadsheets, database creation and maintenance, information storage and retrieval, electronic file management and related tasks.
Receives and records retiree insurance payments.
B. Assists in recruitment, examination and certification activities in order to facilitate filling vacant positions.
Assists individuals in completing applications for jobs by assisting in the application process and provide information about employment opportunities
Receives resumes and application forms in accordance with established policies and procedures
Assists in the certification of qualified individuals to appointing authorities in accordance with established policies and procedures in order for departments to fill vacancies.
C. Ensure compliance with the Open Meeting Act, Department of Labor posting requirements, DOT Clearinghouse laws and Driver’s License requirements.
Responsible for Personnel Board meeting postings
Conduct the annual required DOT clearinghouse inquiries
Maintain the CDL and medical certifications database
Conduct annual labor law posting review for all departments
Typical Qualifications
High School diploma or G.E.D. certificate plus two years of clerical experience or an equivalent combination of education and experience. Proficiency in Microsoft Suite. Experience in Human Resources/Personnel and/or Accounting preferred.
Supplemental Information
Knowledge of general office practices, procedures, systems and equipment including computers, software, copiers and telephones.
Knowledge of business English, spelling, math and terminology common to personnel management
Knowledge of personnel law, policies and procedures
Ability to learn personnel policies and procedures through observation, verbal instruction and written source documents
Ability to answer questions and provide information in a courteous and diplomatic manner
Ability to maintain confidential personnel information in accordance with established practices and procedures
Ability to use a computer to store, retrieve and compile data, prepare reports and correspondence
Ability to read and understand complex rules, procedures, legal decisions and laws, etc. pertaining to personnel operations
Ability to maintain a variety of records and prepare reports and answer questions relating to the records
Ability to establish priorities for own workload based upon such factors as need for immediate action, work objectives and work schedule
Ability to compose correspondence and reports
Ability to exercise independent initiative and judgment
Ability to make decisions on routine problems and inform supervisor of those problems that cannot be solved on their own initiative
Ability to establish and maintain effective working relationships with officials, other employees and the public
