Under administrative supervision, provides program direction by acting for superior and by relieving superior of most difficult administrative duties: evaluates, formulates and directs implementation of policy for statewide rule promulgation program; ensures that rules governing department programs are formulated in accordance with state and federal laws and regulations as well as Legislative Service Commission (LSC), Joint Committee on Agency Rule Review (JCARR) and departmental procedures; uses personal computer and software applications (e.g., Excel, Microsoft Word, Electronic Rules Filing and Rule Authority Software [RAS] and Internet browsers) to analyze and evaluate program policies and corresponding rules for clarity, consistency, flexibility and duplication; evaluates departmental public comments on proposed program policy and procedures to ensure final documents incorporate relevant reviewer comments; provides technical support and assistance to administrators and staff in rule-related policy decisions (e.g., legislative intent; federal requirements; director’s policy directives; statutory rule review requirements and authorities); formulates and implements Ohio Department of Job and Family Services (ODJFS) lnnerweb policies for the Office of Legal and Acquisition Services (OLAS) website; coordinates Internet and lnnerweb content for OLAS; reviews, researches and analyzes proposed state and federal legislation regarding or affecting rule promulgation for potential impact of human services operations, policies and procedures (e.g., reviews and researches on the Internet federal and state government databases for current proposed initiatives affecting the agency; oversees dissemination of relevant information to affected areas in department).
