Job Summary

This position is located in the DC Office of Administrative Hearings (OAH), Legal Resource Center. OAH serves as an independent administrative adjudication agency for more than 40 District agencies, boards, and commissions as mandated by the OAH Establishment Act (D.C. Law 14-76). The Legal Resource Center is housed within OAH and provides legal resources, information on legal processes, and lawyer referrals to selfrepresented litigants.

This position functions as a Resource Center Coordinator responsible for conducting customer intake, providing limited legal information to customers, coordinating Legal Resource Center volunteer programs, and providing administrative support for the Legal Resource Center.

Responsibilities

Conducts telephonic, in-person, and other forms of intake for customers seeking Legal Resource Center assistance, which includes addressing language needs, screening, and triaging calls, eliciting information with sensitivity, explaining the Legal Resource Center scope of services, and limited legal terms and concepts in plain language, and scheduling customers for legal consultations with the appropriate Legal Resource Center staff and volunteers. Provides limited legal information to customers and explains written self-help materials, when appropriate.

Articulates the scope of a court self-help center (e.g., legal information vs. legal advice, lack of lawyer-client protections, referral options and limits, etc.). Answers limited questions about the court process (e.g., filing/service requirements, basics of the evidentiary hearing process, appeal options and procedures, etc.). Receives focused and regular training on the specific concepts and processes they will be responsible for knowing and explaining.

Explains the scope of a court self-help center and parts of the OAH hearing and appeal procedures. Uses excellent

communication skills

, to convey limited legal concepts in a clear and concise manner while interacting with individuals from various backgrounds. The concepts will be limited; however, even limited legal concepts can be complex in some scenarios and require excellent

communication skills

to be able to articulate in plain language, tailored to the needs of the individual being served.

Coordinates law school pro bono and other volunteer programs, which includes acting as a point of contact for outside pro bono coordinators, efficiently tracking the availability of different types of Legal Resource Center volunteers, maintaining volunteer access to shared Legal Resource Center databases and resources, scheduling customer consultations based on Legal Resource Center staff and volunteer availability, and troubleshooting issues that arise during program coordination.

Recommends improvements and helps refine Legal Resource Center intake and service delivery procedures, as needed, to help align procedures with industry best practices and needs of self-represented litigants. Helps ensure that the Legal Resource Center physical space is properly organized and that written resources and forms are relevant and current. Assists, coordinates, and performs assignments and tasks that require information research and gathering related to court-based self-help services and procedures.
