Main Purpose of Job
The primary function of this position is to serve as the Administrative Assistant to the Program Manager and Deputy Program Manager and to support these positions in the full range of administrative responsibilities assigned to the Wetlands and Waterways Protection Program from across the state and serves as the lead contact for coordinating administrative responsibilities statewide. This position provides the Program’s internal and external customers with accurate information and regularly assists in obtaining more general information from staff within the Department. Prepares responses in accordance with the Public Information Act and governing statutory timelines for response. The Administrative Officer is also responsible for various aspects of the Program’s financial management. In addition, the position may be assigned special projects from time to time by the Program Manager or Deputy Program Manager.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
2. Candidates may substitute the possession of a Bachelor’s degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

Lead or supervisory experience including supervising employees and overseeing project workflows.
Proficiency in data management and reporting, utilizing Microsoft Office Suite (Word, Excel, PowerPoint), Oracle databases, and preparing comprehensive reports.
Experience in environmental permitting and compliance, including the processing of permits and organizing responses to public comments or inquiries.
Administrative and communication skills, encompassing the preparation of correspondence, management of supply and travel requisitions, and experience with SharePoint or webpage management.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

PERSONAL LEAVE – New State employees are awarded six (6) personal leave days annually (prorated based on start date).
ANNUAL LEAVE – ten (10) days of accumulated annual leave per year.
SICK LEAVE – fifteen (15) days of accumulated sick leave per year.
PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
