Job Summary
The DNR is seeking to hire one (1) full-time Office and Administrative Specialist at our central office in Saint Paul, MN.
This position exists to perform administrative, fiscal, customer service, and clerical support services within department programs and policies so that state requirements and federal aid guidelines are met, effective office procedures are carried out, the public is served efficiently, and fisheries and wildlife resources are managed, protected, sustained, and enhanced for the greatest public benefit. This position provides support to the Administrative and Fiscal Staff, and the Fish and Wildlife License Center.
Responsibilities include but are not limited to:
Perform office management and administrative support functions so that internal and external customer needs are met and communication, information flow, materials, operations, programs, and projects are coordinated and carried out effectively, efficiently, timely and responsibly in accordance with State and DNR policies and procedures.
Support budget management, the purchasing process and asset management so that financial obligations are met timely and in compliance with State, Federal, and DNR policies and procedures. Gathers, verifies, and summarizes data for fiscal and administrative reports. Provides technical advice to office staff. Schedules, trains, and gives technical guidance to co-workers.
Process and archive reports in accordance with State and Federal retention guidelines. Maintain thorough knowledge of data-entry and result retrieval with department and division database programs.
Fully support and contribute to the successful operation of the Division of Fish and Wildlife and the Department of Natural Resources in a professional manner. As needed, provide specific program support and contribute to special projects as assigned.
This position may be eligible to telework up to 20% of the time, which is subject to change. If approved, the employee would be required to complete a telework agreement. This position will require traveling to our central office location in St. Paul, MN for meetings, training, onboarding, etc. or as needed by supervisor.
Qualifications
Minimum Qualifications
Knowledge of customer service practices and principles sufficient to represent the department in a courteous, friendly, helpful, and professional manner in person and over the phone.
Knowledge of accounting, bookkeeping procedures, and business principles sufficient to monitor, collect, and analyze data and reconcile errors.
Skills in mathematics sufficient to calculate, review and reconcile financial data and balance accounts.
Organizational skills sufficient to manage multiple projects simultaneously, work effectively within tight deadlines, and adapt to changing priorities and challenges while maintaining high-quality results.
Skills in software such as Microsoft Office (Excel, Word, Access), POS system, Information Access Data Warehouse (Runtime reports), and Outlook sufficient to compose, format, and type scientific reports, letters, memos, permits, and forms so they meet established format requirements.
Ability to operate office equipment, such as a calculator, and personal computer.
Ability to prepare and interpret complex fiscal records and reports.
Ability to discern confidential information and maintain data privacy.
Preferred Qualifications
Two (2) years of clerical experience in an office setting providing a variety of office services for staff.
Experience with computer programs (Windows, Crystal, Access, Word, Excel, SWIFT, CODA, Outlook, etc.)
Knowledge and familiarity of office equipment and the ability to troubleshoot malfunctions and provide general maintenance and upkeep.
Ability to analyze problems of various types, evaluate methods of resolution, and develop systematic and timely plans for resolution.
Ability to provide support and advise program supervisors and coordinators concerning financial/accounting policies and procedures of SWIFT and SEMA4.
