Technical Buyer

 

The Technical Buyer is responsible for sourcing, evaluating, negotiating, purchasing and managing suppliers for technical materials, equipment, spare parts, consumables, new product introduction activities, engineering services and facility services required to support semiconductor assembly and test (OSAT) operations. The role works closely with engineering, Manufacturing, Quality teams to ensure uninterrupted production while achieving cost, quality, and delivery targets.

Key Responsibilities:

 

1.     Procurement & Sourcing 

•        Source and evaluate new local and overseas to achieve better quality, competitive pricing, and favourable payment terms.

•        Liaise with suppliers and manage procurement activities for spare parts, tooling, consumables, and engineering services required for semiconductor assembly and test operations.

•        Evaluate supplier quotations, technical proposals, and conduct negotiations to achieve optimal pricing and commercial terms.

•        Process Purchase Requisitions and convert them into Purchase Order in a timely manner.

•        Follow up on order status and delivery schedules.

 

2.     Technical Evaluation

•        Review engineering drawings, specifications, BOMs, and datasheets.

•        Work closely with Equipment, Manufacturing, and NPI Teams to understand technical specifications and requirements, and identify suitable suppliers.

•        Source semiconductor-related items such as:

a)     Equipment/ instruments

b)     Spare parts

c)     Consumables (Test Operations)

d)     Production Tooling and fixtures.

e)     Engineering Services and etc.

•        Support qualification of alternative materials and suppliers.

3.     Supplier Management

•        Identify, evaluate, and qualify new suppliers.

•        Monitor supplier performance on quality, cost, delivery, and responsiveness.

•        Manage NDA, Consignment agreement, Tender documents, and supplier documents.

4.     Cost Reduction & Risk Management

•        Support cost-saving initiatives and track purchasing savings.

•        Perform cost analysis and benchmarking.

•        Monitor market trends and supply risks.

•        Develop contingency plans for parts/ materials shortage.

5.     Cross-functional Collaboration

•        Work closely with Engineering, Production, Quality, Store, and Finance teams.

•        Support New Product Introduction (NPI), production ramp-up, and engineering projects.

•        Participate in problem solving in supply issues.

6.     Compliance & Documentation

•        Ensure procurement activities comply with company policies, customer requirements, and industry standards.

•        Maintain accurate procurement records, contracts, supplier documentation, and purchasing data.

Requirements:

 

1.     Education

•        Bachelor’s Degree in Engineering, Supply Chain, Science, Business, or related field.

2.     Experience

•        2-3 years of purchasing/ procurement experience in semiconductor, electronics manufacturing, or OSAT environment. 

•        Experience sourcing technical commodities and manufacturing equipment.

•        Knowledge of semiconductor assembly and test processes is preferred.

3.     Skills

•        Strong negotiation and supplier management skills

•        Understand of semiconductor assembly and test materials

•        Ability to read technical specifications.

•        Good analytical skills.

•        Strong coordination and follow up skills.

•        Excellent communication and stakeholder management.

•        Proficient in MS Excel

•        Good command of English

•        Willing to work extended hours or weekend as and when necessary
